Project Manager

The client IT National Program Management Office (PMO) and Business Management Office (BMO) is seeking a dynamic Program Manager to be a Point of Contact for one or more Delivery Teams within our Portfolios: Revenue Cycle, Research and Quality and Compliance, Legal and Regulatory Affairs. In this specific role, the Program Manager will manage the primary support relationship with the delivery team to ensure project and financial controls are in place and well monitored and they will support our clients in following company policies, procedures and processes.

RESPONSIBILITIES INCLUDE:
This position exists to provide leadership and facilitation in the oversight, guidance and resolution of activities and/or issues of cross-program scope and supports these activities to successful conclusions within the Program. The primary emphasis is on ensuring that the Delivery teams operate with and report clear and consistent project data across all of their planning and tracking tools. This role will be responsible for facilitation of meetings; as well as managing and preparing for program management meetings for different audiences which span Program Sponsors, Project Managers and Technical Practitioners as the subject matter warrants. The incumbent routinely and proactively represents the program in communications with program direct reports and external program constituents. He/she will play a proactive role in influencing IT resources through thought leadership and tactical skills coaching. He/she may play a proactive role in collaborating with Business resources to ensure a tight integration across Business and IT activities where required.

Provide project leadership to motivate project team members, set achievable objectives, maintain a positive outlook, take responsibility, make decisions and provide constructive feedback .

Build, track and monitor project plan(s) using either MS Project or NIKU Workbench to ensure that the project is on schedule and budget and that it remains so.

Ensure project data is accurate and available for review by management and ensure that management is proactively informed of potential problems and risks so that they can be mitigated or resolved before they become insurmountable. This routinely requires detailed project data reviews and work with individual project managers to improve their project data and use of multiple tools.

Use negotiation skills to achieve successful project outcomes around issues, scope, schedule, costs/budget and resources.

Manage the project funding/budget process including detailed financial analysis and release determinations.

Expert knowledge with MS Excel required as is ability to use MS Access to look up and enter project data. The incumbent is responsible for report creation and pulling data from multiple sources such as Excel, Access, Cognos, RPM (CA Clarity), etc. to create a complete picture regarding each project's health.

Demonstrated ability to analyze data and connect the dots, making recommendations to management and the project teams in a timely manner is required.

EDUCATION/EXPERIENCE
Bachelor's degree in Business Administration, Computer Science, Information Systems, Management Information Systems, Project Management, or equivalent experience required.

10+ years program management process and practical experience required that may include software development and design, professional services consulting and/or program management

8+ years of experience managing implementations of large-scale projects, multi-disciplined, cross functional and highly visible projects/programs, responsible for multi-million dollar budgets and a team

Must have excellent, accurate and effective oral and written communication skills as well as positive, customer-focused interpersonal skills and attitude.

Must be able to work both independently and as a team member, within the PMO/BMO, the IT Delivery teams and with business partners.

Must be able to use the Microsoft Office suite of applications effectively including advanced use of MS Excel. Lotus Notes and CA Workbench and Clarity experience is highly desirable.

Knowledge of large medical, particularly the IT organization, is desirable. Health care experience is preferred. PMI certification is preferred.

3. Experience performing Project Management activities within a large complex program preferred
4. Experience creating and managing detailed project, program and or portfolio financial data and performing the analysis necessary to drive communications and decisions to keep projects on budget.
5. Project Management skills and process development skills
6. Direct and demonstrated experience working in a large and complex IT environment, healthcare IT preferred, Revenue Cycle and Research and Quality Data Management highly desirable
7. Proven leadership, communication, partnership, collaboration, and influencing skills are essential. Demonstrated experience working across functional and regional lines, with strong ability to coordinate program processes with multiple internal and external constituents at national, regional and local levels.
8. Highly effective leadership skills with a style of leading through partnership and collaboration.
9. Track record of successfully working in Matrix reporting relationships, ability to interact effectively with all and influence decision-making across all levels including program management and technology practitioners.

Communication - Tailors communication style to engage audience and convey the rationale for decisions. Translates program agreement and decisions into action steps and creates commitment to the plan. Effectively communicates both orally (effective interactions and presentation skills) and in written form.
