Description:

Responsible for the schedule, coordination and completion of Regulatory projects (PCS, CDMA, LTE, etc.); effectively manage multiple, concurrent regulatory and network build-plan projects; Oversee all aspects of project implementation to deliver regulatory approvals on-time; Work closely with a variety of internal Regulatory teams and Network Engineering teams to oversee FCC/FAA compliance. Ability to understand a project's technical details (Wireless Network Cell Site Development, and government rules & regulations, etc.) and uncover and assess projects risks; FCC/FAA compliance role or FCC/FAA knowledge required; a four year college degree is REQUIRED. Preference to technical or para-legal backgrounds; Minimum 3 years' experience in Wireless Project Management or Project Management Professional Certification (PMP) desired; Proven ability to communicate effectively at multiple levels: from team members to executive management; Proven ability to negotiate and motivate others; Demonstrates excellent problem solving skills, self-motivation, leadership, and team orientation; Demonstrates analytic, technical, and organizational skills.

Overall position coordinates regulatory, engineering and technical documentation to assure that VZW remains in compliance with its responsibilities and legal obligations as a Federal Communications Commission licensee. Requires an individual contributor with strong analytical, research, and organizational skills.

1. With guidance from senior staff, assist with review and preparation of supporting engineering, technical and regulatory information to ensure FCC compliance for all cellular, CDMA, LTE and PCS sites and market licenses. Job duties include use of various systems such as the Universal Licensing System (ULS), Antenna Structure Registration (ASR), Verizon Regulatory ('VZReg') Compliance system, and Oracle Implementation Access Database.
2. Assist with the preparation of documentation and when appropriate, participate in the representation of VZW to the FCC and FAA, including the submission of some applicable regulatory filings.
3. Assist with research required to prepare periodic market risk assessments on VZW licensed sites and markets.
4. Assist with the preparation of and as requested, participate in the presentation of regional training programs such as on-site workshops, on-line training tools, and conference calls. Participate in discussions and distribute information regarding Federal Aviation Administration (FAA) and Federal Communications Commission (FCC) rule interpretations. Assist in the gathering and preparation of documentation for site research and investigation results.
5. Must be able to travel for Regulatory War Strategies with the Regions in completing projects.

Qualifications

  • REQUIRED - Four year college degree. 2-4 years professional level experience required and 6+ years preferred.
  • REQUIRED - Knowledge of wireless communications as it relates to Cell Site Build-out and/or FCC/FAA rules preferred.
  • REQUIRED - Strong team, interpersonal and organizational skills.
  • Strong verbal and written communication skills.
  • Ability to demonstrate strong research and analytical skills.
  • Ability to prioritize and manage multiple tasks. Regulatory, Legal or Network experience preferred. Proficiency in computer-based software

Prior experience with any of the following is a plus:

- FAA OE/AAA website.
- FAA determinations.
- FCC's Universal Licensing System (ULS).
- FCC's Antenna Structure Registration System (ASR).
- Wireless telecommunication networks.
- Computer programming.
- Database administration.
