Link Technologies is looking for a Programmer Analyst for a four month contract in Carson City NV. Our client would like the consultant to work in Carson City, Nevada - 50% onsite but would also consider telecommuting.

EXPERIENCE AND SKILLS REQUIRED

The client is seeking a programmer to engage in the development of a Datawarehouse for the Substance Abuse Prevention and Treatment Agency. Consultant must:

Possess well developed interpersonal skills;

  • Be able to manage changing priorities as well as the ability to communicate substantial aptitude to research and learn new concepts;
  • Possess a minimum of three (3) years experience as an application developer;
  • Possess experience developing data warehouses and designing websites using Microsoft technologies;
  • Be a self-starter and a team player and possess excellent interpersonal and organizational skills.
  • Have the ability to handle diverse situations, multiple projects and rapidly changing priorities;
  • Possess the ability to communicate with clients at multiple levels and from diverse ethnicities;

Be able to demonstrate skills and experience implementing projects using the following tools:

  • Microsoft Visual Studio
  • SSIS - development and configuration
  • SSAS - development and configuration
  • SSRS - development and configuration
  • SharePoint - development and configuration
  • C#/Team Foundation Server/.NET - development and configuration
  • T-SQL (Transact-SQL)
  • Object-Oriented Design and Programming
  • Dimensional Modeling - basic understanding
  • Relational Theory - basic understanding

PROJECT OVERVIEW

The Substance Abuse Prevention and Treatment Agency (SAPTA) secured a Strategic Prevention Enhancement grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). While the purpose of the grant is multifaceted, achieving the goals outlined in the grant proposal is contingent upon the development of an integrated data dissemination system via the development of a Datawarehouse. This system will enhance agency efforts to braid multiple data sources which allow partners to easily upload and query data for multiple uses via a web portal.

These Datawarehouse enhancements will build the foundation for an effective evaluation system rooted in process and outcome data.

Furthermore, the data system enhancements will provide the infrastructure necessary to achieve two (2) data related priorities that SAPTA has reported in its federal Substance Abuse Prevention and Treatment Block Grant (SAPTBG) application. These two (2) key priorities are: 1) Service Transparency, Accountability and Outcomes; and 2) Data Quality and Accessibility.

These requirements involve a complex system of databases, web applications, and processes. Specifically, reporting/analysis tools involve the following components:

  • Data Collection;
  • Development of a Datawarehouse that includes data from multiple partners (as detailed in the Scope of Work);
  • Reporting and analysis applications;
  • Dashboard reporting for accountability measures; and
  • Creation of a web-portal with various layers of security/confidentiality.

SAPTA continues to improve its use of data to influence substance abuse and mental illness prevention practice and to promote positive health. The prevention data system has been enhanced to capture environmental strategies from coalitions. However, other needed data pertinent to prevention is not currently located in a single place where it is easily retrievable at both State and community levels. Through enhancing the SAPTA Datawarehouse to store data from multiple sources and building a web portal to access the data, greater efficiency will be achieved when providing reports for analysis and planning to SAPTA's community partners. Most notably, prevention partners will gain access to data which was previously unavailable or extremely cumbersome and time consuming to retrieve.
