The Business Analyst Specialist-QA Testing position in the California Claims & Encounter Strategy Program (CCES) will support the implementation of the process infrastructure and deployment of a Statewide Claims platform. This project will consolidate all Claims systems throughout California and streamline business practices across multiple departments and functions. This role, while primarily focused on business consulting at a subject matter expert level, will also require extensive quality assurance and testing experience.
Essential Functions:
Develops and executes projects plans which are aligned with and follows the appropriate project delivery process for the testing phase, which may include work plans, schedules, milestones, critical paths and deliverable/responsibility matrices
Performs analysis of requirements to determine feasibility for testing
Develops and designs testing procedures and ensures that they are properly analyzed and make recommendations to improve testing processes to be more effective
Ensures compliance with established methodologies, processes, standards and tools within the context of the appropriate project delivery process
Provides consultation on testing tools and processes to gain further efficiencies in the testing process
Provides guidance for the overall coordination and creation of test plans
Participates in project reviews and audits
Provides support to project teams to communicate testing requirements and support.
Uses professional concepts in accordance with company objectives to solve complex problems in creative and effective ways.
Demonstrates an understanding of functional area business processes and assigned and thoroughly understands cross functional areas
Directs the analysis of enterprise wide or very complex client needs in project areas such as new/existing business operating models, innovative approaches to solutions support, market research of emerging or available product functionality and operational readiness assessment
Directs the development of comprehensive and strategic business cases with cost/benefit dimensions of proposed projects that are used at management and executive levels for funding and scope decisions.
Accountable for tracking and/or monitor and report for senior management the results of actualization of benefits
Directs/conducts the analysis of current business processes and functional requirements
Prepares appropriate documentation to communicate and validate information
May develop project plans
Identifies and coordinates within other project managers and implements schedule deadlines as appropriate
Manages common resource demands.
Provides advice and input into the project plan.
Basic Qualifications:
Bachelors Degree in Business/Health Care Administration or related discipline or 4 years of equivalent work experience in lieu of degree
Minimum of 10 years experience in quality assurance in a lead or management role
Minimum of 3 years experience in a consulting role
Significant experience working on large scale projects in quality assurance and testing
Expert knowledge of QA methodologies and testing approaches
Demonstrated experience in creating enterprise level QA strategies and plans
Demonstrated experience executing large integrated test programs
Excellent influencing skills to work with multiple cross functional and/or multiple cross divisional teams to identify and document functional requirements, workflow, information sources and system/process specifications
Excellent communications and interpersonal skills
5 years of experience in the healthcare industry
Willingness to travel up 50% within California.
