Systems Architect/Solutions Architect

12+ Month Contract

Client is implementing several large and mid scale systems. The Information Technology department has an opening for a contract Lead Solution Consultant who is required to be on-site at the Technical Services Center in Silver Spring, MD. The Solution Consultant will be primarily responsible for development and leadership of IT solutions based on business requirements that are established for a given project.

Top 3 - 5 Required Skills

BASIC QUALIFICATIONS (listed in order of importance):

1. Health care payor experience including membership & billing administration, benefits administration, claims processing, CRM, financial management and utilization management

2. Experience in developing solutions for new health care payor product implementations in the individual market

3. Experience in developing solutions for Government programs involving CMS and State-level

4. Minimum of 10 years experience in application engineering, software development and deployment of large scale enterprise-wide applications across diverse geographical locations.

5. Minimum of 5 years managing large scale enterprise projects from conception to deployment.

6. Bachelor's degree in Computer Science, Information Systems or other technical field.

7. Experience with software development methodologies, service oriented architecture (SOA), distributed architectures, data and information modelling, and transformation techniques.

8. Demonstrated experience in developing major system interfaces including the uses of messaging protocols.

9. Strong communication, interpersonal and organizational skills.

10. Experience with presenting solutions and influencing the decisions of project sponsors and executive leadership.

11. Self motivated, self directed and independent thinker.

12. Demonstrated experience in working with multiple IT groups in a Matrix environment.

JOB RESPONSIBILITIES (listed in order of importance):

1. Development of high-level solution design, for application & systems and evaluations.

2. Leading reviews of design concepts and creation of technical design documentation

3. Developing initial estimates for solution alternatives and making solution recommendations to business area.

4. Evaluations of existing applications for reuse and sharing in the enterprise.

5. Integrated systems planning and alternative technologies recommendation

6. Directing/conducting the analysis of current business processes and functional requirements and creating needed documentation.

7. Being a project lead in the coordination of solution development and implementation

8. Being a liaison between business clients and technical staff and/or with development staff throughout the development life cycle on complex projects

9. Systems Performance & capacity analysis

PREFERRED QUALIFICATIONS (listed in order of importance):

1. Minimum of 5 years working experience in the health care industry

2. Current experience with SOA/Enterprise Application Integration

3. Prior design experience with Rational System Architect, Rational Application Developer for WebSphere, CA- ERwin Data Modeler, and Microsoft Visio.

4. Hands on experience with: IBM WebSphere DataPower, WebSphere Service Registry and Repository, WebLayers Center, Tivoli Composite Application Manager for SOA Platform, WebSphere Application Server, WebSphere Enterprise Service Bus, WebSphere Process Server/IBM Business Process Manager + WebSphere Business Services Fabric, Perficient's Exception Handler SOA technology, and ITKO-Lisa.

5. Practical skills with Java + J2EE experience, XLM, XLM-SOAP webservices, UML, BPEL/WSBPEL, Business Objects Report generation, Master Data Management + Datawarehouse design.

6. Minimum of 3 years of experience with EPIC applications, Chronicles, InterSystems Cache,' Perot Systems Xcelys/Diamond, McKession MCPS, Sunquest Laboratory, and GE Centricity Radiology.

7. Advanced degree in Computer Science or Management Information Systems or other technical degrees.

Stage of the project: Medicaid is in multi phases, in both requirements and design

Educational Requirement:

-Bachelor's degree in Computer Science, Information Systems or other technical field.
-Advanced degree in Computer Science or Management Information Systems or other technical degrees preferred.
