My client is currently seeking a System Manager for an 8 month contract until the 31st of March 2013, there is a possibility of an extension beyond this point. You will Lead and Cultivate the Systems Team in the development, testing, implementation, support and maintenance of the Financial and HR Systems within a framework of corporate and departmental policies and service standards which carry out the responsibilities of the post in the most economic and effective manner, complying with principles of Best Value.

Job Responsibilities:

  • Contribute and take an active role within the Finance Management Team to maintain and develop the overall management and direction of the Finance Department as a whole.
  • Responsible for the development and monitoring of corporate and departmental policies and procedures in relation to Financial and HR systems.
  • Responsible for the planning, testing and implementation of all new solutions, functional enhancements and upgrades of the services Financial and HR systems.
  • Responsible for the development of the overall strategy and development plan for Financial and HR Systems within the service.
  • Planning, development, implementation and maintenance of a process for the capture of requirements from all relevant Stakeholders in relation to Financial and HR systems to ensure business needs are met.
  • The planning, development and delivery of Management Information through the use of reporting tools and techniques available.
  • The planning, development and delivery of in-house systems training courses.
  • The planning, development and execution of functional testing plans for Financial and HR Systems in accordance with legislative requirements and agreed test plans
  • The provision of frontline support and guidance to all system users
  • The investigation, reporting and resolution of system faults.
  • The control and maintenance of user access to the service's financial and HR systems in accordance with set guidelines.
  • The control and maintenance of standing data eg account codes, cost centres, grade tables, elements, pick lists, global values.

  • To carry out any other duties consistent with the post as may be required by the Chief Officer.
