Description
Spring Technology currently require a Franchise Sponsor for our public sector client based in London.
Key Tasks:
1. Develop a Franchise Specification (Statement of Requirements) as part of an Invitation to Tender describing what the Department wishes to buy from the market for a specific franchise.
2. Ensure that policies and requirements are supported by business cases using advice from technical consultants and others as necessary. Engage with and obtain the required formal approvals from senior stakeholders, Ministers and the Treasury.
3. Create a consultation document and lead the consultation process to identify stakeholder requirements, ultimately delivering a stakeholder response document.
4. Produce briefing material for ministers and board papers for key project deliverables ensuring delivery of project timelines.
5. Engage internal and external stakeholders
Experience:
- Experience of successfully delivering in a large and complex project environment
- Experience of policy and strategy development in government
- Experience of quickly understanding complex issues and developing robust requirement statements and Invitations to Tender

Desirable Knowledge:
- Knowledge of rail and/or rail franchises would be beneficial but is not essential
