Instructional Designer/Analyst

The Client Enterprise Transition Management (ETM) Project within the Information Technology Services Branch (ITSB) has requested assistance from to provide training governance coordination to ensure implementation is completed in an effective and sustainable manner, as well as provide advice and guidance for the transition to new sponsorship and leadership for the Training Advisory Group (TAG). In addition, the strategist will provide guidance for the creation and initial implementation of an overall training strategy and plan that will support Client Business Plan Objective 2.2: Optimize staff competencies to enhance customer service delivery. The contractor(s) will report directly to the ETM Project Manager.

PROJECT SCOPE/TASKS
Activities to accomplish the scope of work include:
Project management support including, but not limited to:

  • Provide Deliverable Expectation Document (DED) for each deliverable for Client review, comments, and approval.
  • Provide timely and accurate project status and other pertinent project information to the ETM Project Manager
  • Document and raise issues and risks on a timely basis, providing mitigation strategies as appropriate
  • Ensure knowledge transfer and training to Client staff is conducted as needed.

Establishment of a training Strategy framework and process including, but not limited to:

  • Assist in the design and initial implementation of a training plan to optimize program staff competencies
  • Support the initial framework and process that can be used to leverage and extend the investment made in my|Client system training and supporting infrastructure
  • Assist in the creation of and support of a centralized group to enable learning activities across the enterprise
  • Design the overall framework for learning so that it can be extended to include content delivered to Client employees, members, and employers

Development of an overall training strategy to support Client Business Plan Objective 2.2a including, but not limited to:

  • Provide overall advice and guidance to project leadership
  • Support a strategic framework for the objective from a training perspective
  • Work with the Objective 2.2 advisory committee to develop the key performance indicators and action items needed to support the framework and populate the training plan
  • Participate in advisory group meetings and other work sessions to support development and implementation of the plan
  • Coordinate the connection between TAG activities and the creation and implementation of the training plan

Support of TAG and guidance for the transition to new sponsorship and leadership for the TAG including, but not limited to:

  • Co-facilitate all general and workgroup meetings (3-4 per month) and make presentations as needed
  • Participate in planning sessions and materials preparation before each TAG meeting
  • Participate in one-on-one meetings (as needed) with individual members of TAG to discuss concerns and to onboard new members
  • Submit meeting reports after each TAG meeting describing activities, accomplishments, upcoming activities, compliance/coordination issues and recommendations for resolution and items requiring Business Owners Committee (BOC) review
  • Develop and maintain deliverables documenting any Governance rules defined or changed in TAG sessions; submit for review/approval; revise the deliverable based on feedback.
  • Provide input for presentations for BOC documenting significant governance changes or additions
  • After governance rules are approved, work with the TAG, program areas and other divisions to coordinate the implementation of the Governance structure and compliance with governance rules

Develop learning curriculum based on enterprise business needs and available resources including, but not limited to:

  • Determine the competencies needed for business and systems interfaces.
  • Determine how levels of performance should be measured
  • Implement an assessment process with the pilot group to assess actual competency levels and determine the competency gaps
  • Identify enterprise-wide training needed to support the competency gaps
  • Identify business area unique content to support the competencies
  • Document the process to be used for the creation of individual learning plans
  • Prioritize and begin creation of the enterprise-wide content
  • Develop curriculum models to support specific roles, align CSS wide and unique content, establish and maintain skill levels over time, and support career growth and development over time

KNOWLEDGE TRANSFER
The vendor will provide a formalized transition plan at least six months prior to engagement end, detailing knowledge transfer activities required for Client designated resource(s) to assume responsibility for contractor functions. Electronic work products, processes, or relevant key documentation will be developed in coordination with Client staff, where appropriate. Documentation will be stored in a shared repository for access by appropriate Client staff throughout the engagement.
