Description
Spring Technology currently require a Commercial Advisor for our public sector transport client.
The role is to provide specialist corporate finance and associated commercial advice as follows:
* To the Department's Aviation team in relation to corporate finance issues relating to the Aviation Bill, as it proceeds through Parliament eg impact of reforms to aviation economic regulation on airport financing and investment;
* To the Department's Crossrail sponsor team, in relation to the current rolling stock and depot procurement process; Woolwich station fit-out; Crossrail Train Operating Company affordability; Network Rail access charges, "user-pays" issues, capital contributions to service access.
* Input to the Department's contribution to the Cabinet Office's Eurozone contingency planning, including being the DfT representative in the business planning workstream led by BIS.
* Ad-hoc commercial advice to the rail refranchising team.
* Commercial aspects of the roads reform feasibility study.
Experience:
* Understands how the corporate finance markets function. Understands the various sources of finance: bank debt, bond markets and the role of equity. Understands how the private sector raises money to finance itself;
* Experience of constructing and using financial models in the context of privately financed projects. Is able to interpret complex financial models, including how to run sensitivities and to challenge the assumptions made;
* Understands the key features of a payment and incentive regime in the context of a privately financed project. Experience of how such mechanisms are calibrated to ensure the right trade-off between value for money and bankability;
* Understanding and experience of key PPP/PFI commercial terms, such as compensation on termination, including a working knowledge of SOPCv4;
