Our rail client is looking to take on a Construction Assurance Manager/Consents and Environmental Manager, for the closeout of Thameslink programmes.

The post will co-ordinate and report on progress to close out consents, legal, environment, sustainability and property requirements for various TLP projects (covering stations, civils and railway systems works) which are nearing completion of site works. The role will work with CEP specialists and project delivery teams to manage the close out process and agree and collate a robust evidence trail to achieve project close out and handover on completion of site works.

Responsibilities:
Oversee delivery of the Thameslink Programme Consents and Environmental Management system and documentation for project handback (GRIP 7) of Key Output 1 (KO1) Station and Civils (S&C) and Railways Systems and Outer Areas (RSOA) works.
Liaise with Consent, Environment and Property (CEP) Team to obtain specialist input to support project handback and close out in line with legal and other compliance requirements, ie site inspections, photographic evidence, surveillances, handback registers and handover requirements.
Act as the key point of contact for the project team providing guidance on legal documentation and other specified commitments required for project handback.
Liaise with Assurance (HSEA), Sponsor, Development and Engineering teams to define handback and close out activities required by CEP.
Develop, maintain and roll out of CEP processes to team and projects
Monitor the progress of closing out CEP and Sustainability requirements for KO1 S&C and RSOA at GRIP 6 in preparation for GRIP 7 close out
Provide advice and guidance to project teams in the delivery of CEP documentation at project stages 6 & 7 (GRIP).
Manage delivery of project CEP GRIP 7 deliverables to support sign off by Head of CEP.
Provide progress report and KPIs to Head of CEP required at week 3 of every reporting period.

Essential
Experience in a relevant role within a major construction project - you could come from a consents, assurance, environment or project management background with a good understanding of at least one of the following issues on a major project - consents, environment and/or property
Developed interpersonal and communications skills with experience of managing multiple interfaces with internal and external stakeholders (including regulators and communities)
Good project management skills

Desirable
Delivery of railway system projects or stations and civils projects
Good understanding of TWA and planning requirements on a rail project
Good understanding of the GRIP process and Thameslink Programme document control systems
