Project: Development of new Department websites

Role Departmental Website Manager

Context    
Department X has a programme of work underway to replace its family of websites over the coming months, including its' subsidiary sites.   It wishes to appoint a Departmental Website Manager to manage the delivery of this programme of work and ensure the Department uses the web to engage and deliver services with maximum effect.

Description    
The Manager will be expected to manage the delivery of the programme of work already identified and underway. They will also be expected to take a lead on the development of new services and new online media tools for use in the Department's public service and communications policies which may need to be developed in future phases of the project.  

Responsibilities    
Specifically the Manager will:

-Be responsible for the delivery of the current programme of work to replace the Department's family of websites
-Manage the business liaison with the website service provider and ensure delivery of the project (technical service liaison will be led by the Department's ICT Unit).
-Ensure appropriate project plans are in place and maintained for the various streams of work required to deliver this programme.
-Identify critical milestones and ensure these are achieved.
-Proactively champion the Website Project throughout the department including the development of a Project Communications Strategy to ensure buy in across the organisation, in particular from those required to create content, leveraging the project workspace on the Department's Intranet as a key communications tool.
-Develop and manage the Risk & Issues Log.  Highlight resource constraints and make recommendations on potential measures to address any such issues that may arise.
-Oversee the management and maximise the use of the available project resources, human and financial, including leading the business liaison with third party service providers.
-Lead, manage and further develop, as appropriate, the already established pattern of Project Team and Board meetings.
-Work with departmental managers and team members to ensure project delivery.
-Be aware of current and emerging trends and best practice in relation to website and on-line service development, management and design and ensure these are reflected in the Department's website programme.
-Escalate issues to relevant authority as appropriate.
Organisational Relationships    The Departmental Web Manager will report to the Website Project Board and will manage the work of the project team, including third party service providers.

Qualifications  

 -Degree in Business, Technology, Communications or Marketing.
- Certification in Project/Programme Management.
-eBusiness, web-related or digital media qualifications highly desirable
Requirements and Experience    Strong project management experience, including at senior level, ideally in the delivery of multi-disciplinary projects in the public sector.
At least 5 years experience in the online sector or alternatively a career history that demonstrates close association with online activity, preferably e-government.
Evidence of senior level roles over at least 5 years on service-related projects, ideally within the public sector.

The Departmental Website Project Manager must be able to fulfil a leadership role in a multi-disciplinary team embracing business units, ICT and external service providers. He/she will be able to demonstrate:
-Proven ability to manage and deliver significant projects on budget and on time.
-Knowledge of trends in the web sector, understanding of the web - technical, design, production, content, etc
-Understanding of the organisational importance of an effective web presence.
-Excellent management and negotiation skills.
-Proactive approach to work and ability to work on own initiative.
-Understanding of the Department's operating environment, culture, mission and strategic objectives.
-Excellent team leading and management skills.
-Ability to cope with multiple issues and demands.
-Experience in stakeholder consultation.
-Excellent communication skills and ability to engage with staff and external providers at all levels, including making presentations.

Duration and Start Date    

The position is estimated at 150 days with an initial probationary period of one month.  However, this may be extended for a further period, taking account of the programme of work and availability of financial resources. The role is envisaged to be of a Full time nature, onsite at the Department's premises.
