Description
This Gas Engineering position will be responsible for providing detailed project engineering and design review of, new and replacement gas transmission pipelines and equipment. This position will also be responsible for selecting and managing engineering contractors in the design of gas transmission pipeline.

The successful candidate will be required to travel to various field locations throughout the life cycle of the pipeline projects from scoping, routing, design, permitting, bidding, construction, and operational tie-in. You will be required to work with CLIENT engineers, project managers, and other project support staff within CLIENT as well as Contract Engineering firms and construction contractors. The successful candidate will be a degreed engineer with at least 3 years of gas transmission engineering experience and experience managing engineering contractors. The most qualified candidates for this position will be a degreed engineer with gas transmission pipeline engineering experience, strong understanding and technical background working with gas transmission pipelines, pipeline engineering, pipeline construction and effective interpersonal and communication skills.

Gas Transmission Pipeline Design:
You will be responsible for engineering gas transmission pipelines and facilities. Knowledge of 49CFR Part 192 and CLIENT Gas Standards and Specifications is critical to success. Ensure that all designs meet applicable codes and gas standards. You will work with Engineering contractors as well as CLIENT Engineers, Project Estimators, Project Managers and field employees and construction contractors. Develop and maintain a high level of expertise in gas transmission pipeline design, maintenance and operations. Must be able to work with limited supervision and guidance, both independently and/or as a member of a team.

Project Engineering:
Includes all aspects of project engineering, including; scope of work development, engineering analysis of alternatives, coordination of land rights and permitting, overall coordination of engineering disciplines, cost estimate preparation, overseeing preparation of design drawings, material specification, material management, preparation of construction specifications, construction support, commissioning support, preparation of Operations and Maintenance Instructions and coordination/preparation of the engineering record documents.

Management of Engineering Contractors:
Engineering will utilize engineering contractors to supplement CLIENT resources. The engineering contractors may provide both project engineering and project management services. This position will develop descriptions of the work to be performed by engineering contractors, evaluate contractor proposals, assist contractors with CLIENT engineering processes and procedures and manage the work being performed by engineering contractors. Lead Pipeline Engineering efforts to improve the process and tools used to manage engineering contractors.

Project Management:
Responsibilities may also include managing smaller pipeline replacement projects with a total cost less than $1 million. Involves managing project scope, cost and schedule within agreed upon limits and/or objectives. Creating and maintaining project schedules, monitoring and controlling project costs, preparing project status reports, scheduling and coordinating construction resources, coordinating commissioning activities with various stakeholders and closing-out the project when complete.

Communication:
You must proactively communicate with numerous organizations throughout CLIENT. Specifically, Transmission System Planning, Project Management, Engineering & Estimating, Gas Distribution Engineering and Planning, M&C T&R and Construction, New Business, General Construction, Real Estate Management, Materials, Applied Technical Services, Gas System Operations, etc. External contacts consist of various third parties such as Cal Trans, Cities, Counties, real estate developers, landowners and construction contractors.

Requirements
Minimum:
3 years of experience in engineering and/or underground construction to include background working with gas distribution, gas transmission pipelines, and pipeline construction

  • Bachelor of Science degree in mechanical, civil, or metallurgical engineering
  • Through understanding of Department of Transportation (DOT) 49CFR Part 192 codes and regulations governing gas transmission pipelines
  • Strong interpersonal and communication skills
  • Ability to work well in a team environment as well as both an office and field environment
  • Proficient in Microsoft Word, Excel, Project, Powerpoint, and Outlook
  • DESIRED:

  • Understanding of California Public Utility Commission (CPUC) GO 112E codes and regulations governing gas transmission pipelines.
  • Valid driver's license
  • Project management experience
  • Working knowledge or experience in gas operations or gas system planning
  • Professional Engineering Registration in either Mechanical or Civil Engineering
  • Experience in developing and administering contracts and specifications
  • SAP experience in job ownership, materials, financials
