Description
The Construction Management organization reports to this position and is responsible for overseeing construction, contract administration, inspection of all work, management of all construction activities, quality control, monitoring and validating work progress and final As Built records in the region. 100% of the work overseen by this position will be contracted to pipeline contractors. A key function of this organization will be to collaborate and partner with the pipeline contractor to develop strategies for resolving field issues and maintain project budget and schedule.

Depending on the workload of the region, 2 to 10 individual construction managers (CM's) will report directly to this position. In addition 10 to 50 construction inspectors will report indirectly to this role through the construction managers in his organization. 2 to 5 field engineers will also report indirectly to this role. Currently a large percentage of the CM's (75% +) will be contract employee which will be obtain from various consultants. Approx. 25% of the CM's will be CLIENT direct employees. 100% of the inspectors reporting indirectly to this role will be contract employees.

Responsibilities
The successful candidate will be responsible for project delivery and for meeting the Safety, Quality, Cost and Schedule goals of all construction work assigned to his team as well as collaborating with other regions, sharing mobile resources to ensure the accomplishment of the Gas Transmission Organization yearly goals.

Responsibilities will include more specially, but not limited to:

  • Working and collaborating with PM's, work stream internal customers, engineering, sourcing, contracts and other stakeholders to develop and implement construction strategies which deliver results.
  • Identify and influence implementation of best practices to improve productivity and reduce operating costs.
  • Manage capital and expense spending to ensure work identified in the plan is completed and unit cost targets are achieved.
  • Develop and implement actions which improve and support system reliability.
  • Manage customer service activities with the objective of achieving excellent customer satisfaction. Ensure the Work and Resource Management process is fully implemented to achieve desired results and work commitments.
  • Operate, maintain and construct the gas system in a way that's consistent with all regulatory requirements.
  • Establish assessment systems and monitor activities to ensure compliance with established procedures.

    The successful candidate must have an absolute commitment to safety and:

    Requirements
    Pipeline experience and big commercial project experience
    Minimum:
  • 9-10 years of business experience leading programs/organizations or business units of similar scope and size.
  • Bachelor's Degree in Engineering, Construction Management, Management, or equivalent experience.
  • Having led an organization which performed work with pipefitters, welders, and operating engineers in pipeline, industrial or heavy civil sectors.
  • Experience directing the preparation of schedules, records, and reports of work progress, future projects, and evaluation of completed tasks.
  • Experience coaching, mentoring, and developing employees.
  • Experience managing employee performance to include recognition and the use of the progressive disciplinary process.
  • Must support a safety conscious work environment where employees are encouraged to raise concerns
  • Experience managing capital, O&M, and labor budgets.
  • Must have the ability to analyze various reports, communicate findings, implement corrective actions, and ensure compliance.
  • Demonstrated ability to lead group meetings and be able to communicate effectively, in person, to large audiences.
  • Experience leading teams of construction project managers.
  • Experience interpreting contracts, plans and specifications

    DESIRED:
  • Knowledge of the company's Emergency Management Process and the Operation Emergency Coordinators (OEC) role.
  • Experience managing large pipeline projects.
  • Experience with Primavera P6 and Construction Project Management tools such as Prolog, Expedition, Proliance
