Project Description:
This is an Enterprise Unified Communications program for large Federal Government Agency. Solution provides centralized custom managed UC services for potentially 600+ sites and 30, 000 users nationwide. Transforms 600+ customer sites from a variety of Legacy voice systems to centrally managed standard Cisco Unified Communication Management solution. In addition to advanced UC services for end-users, custom web-based service catalog and management tools will enable key site administrators to select, initiate, and execute routine changes (MACDs) which in turn propagate to CUCM systems.

Job Description:
Develop and establish quality assurance standards and measures for the Transformation Project Management team. This will include developing testing and tracking methodologies for the standard processes used to transform the customer's voice communications systems. The Senior Transformation Program Analyst will apply proven analytical and problem-solving skills to help validate IT processes through careful testing in order to ensure customer and process driven quality key performance indicators.

Position and Responsibilities:

  • Defines, develops and implements quality assurance practices and procedures and other QA assessments.
  • Ensures that all tests are conducted and documented according the standards agreed upon by project management and engineering.
  • Responsible for ensuring that all documentation accurately reflects the current status of changes.
  • Ensures that all items follow the change management process and are entered and tracked through the change management process.
  • Responsible for the overall success of testing, including results verification.
  • Establishes the purpose and deliverables of the test effort.
  • Provides resource planning, management and resolution of issues that impede the test effort.
  • Coordinates groups of business personnel who test, evaluate and validate new processes
  • Analyzes discrepancies in service or performance and makes recommendations for updates.
  • Ensures continuing operational quality by documenting deviations from process and recommending changes to minimize deviations.
  • Prepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in transformation process and procedures.
  • Conduct internal audits to measure and assure adherence to established QA standards.
  • Ensure that testing activities allow transformation processes to meet business requirements and identify existing or potential issues.
  • Assist in the development of change control processes, practices, and guidelines for new and existing transformation processes and procedures
  • Cultivate and disseminate knowledge of quality assurance best practices.

Work Experience

  • Proven project management and leadership skills, including the ability to gather clear business requirements.
  • Proven ability to develop, document and maintain operational policies and procedures, including the designing and documenting detailed process flows, and the development of operational performance and quality metric standards and reports.
  • Proven experience working with Excel and developing and maintaining various analyses and reporting tools.

Education

  • BA degree in business or related field preferred. Equivalent work experience considered.

Computer Skills

  • Advanced skills in Microsoft Office applications, specifically Word, Excel and Outlook.
  • Knowledge of MS Project.
  • Knowledge of e-mail/scheduling software applications.

SKILLS

MS Office, MS Project, Knowledge of email and scheduling applications, Knowledge of Quality measurements, PM experience, Local to DC Metro, Ability to pass FBI background check, IT background
