Local government organisation based in Edinburgh/Glasgow seeks an experienced Senior Procurement Capability specialist to support the Government Procurement Division in researching, developing and implementing procurement best practice, process, systems and tools, including but not limited to policy, procedure, methodologies and technology in order to improve efficiency and drive accelerated delivery of Procurement Reform. You will lead strategic procurement development activities for the advancement of procurement capability. You will involve working extensively with senior management, key stakeholders, and suppliers to advise and promote the implementation of best practice and provide advice and guidance on EU, policy and procedures requirements to staff and stakeholders to develop competency across the division and sector.

Key Skills and Experience

  • Requires a broad understanding across the procurement competency framework.
  • Competent in leading, project planning and implementing end-to-end procurement process for projects above EU thresholds.
  • Sound decision making and capable of making recommendations on best practice for the delivery of effective procurement, contract management processes and ensuring on going value for money. Ability to listen, understand and work with the stakeholder environment.
  • Supports colleagues and customers to develop procurement policy, commodity strategies and run complex EU procurement competitions.
  • Understands when and how to negotiate, tender evaluation and processes leading to contract award and debriefing suppliers.
  • Managing Others- Stakeholder Management skills

Extra Information:

This is initially a 4 months contract role with an option for further extension. Rate is £250 per day.
