Summary
Reporting to the BSS Transformation Program Global Release Manager, the Change and Release Manager will be responsible for managing BSS production changes and software releases for a specific set of countries. The position will work closely with the Development and QA teams on the planning and execution of software releases as well as the Operation Excellence Manager team on production infrastructure changes. BSS Program currently delivers to 4 channels across 2 countries, soon 4 countries, expecting to expand to 12 and an equal number of channels in future. This role is one of several needed to cover the general needs of the BSS program, and the specific needs in each country and brand.

Primary Responsibilities
Owns the Release Plan(s) for his/her countries. Partner with Engineering, QA, Technical Operations, delivery managers, and customer support to plan and deliver the successful release of code and configuration changes to the production infrastructure against a promised scope. (per release)
Controls changes in release scope, managing additions and removals via a change control process.
Coordinate efforts across teams to ensure release dependencies and risks are accounted for in the deployment plan. Track development, test and documentation progress against milestones, actively driving risk mitigation and pursuing any deviations to correct and realign progress against promised deadlines/scope.
Own the delivery of typical release documentation and the release package to System Operations. Ensure it is complete according to agreed guidelines and System Operation requirements.
Act as point of contact and communication throughout the release cycle up to and including release deployments. Keeping management informed about the current status, and current truth in the quality and content against requirements, so that management can make informed decisions at milestones: 
- Deliver reporting information regarding release management, including release metrics. 
- Effectively communicate release status and issues with both a technical and non-technical audience.
Participates in optimization of the Release process. Provide cross-functional input to the Global Release Manager around release management techniques and management tools implementations and modifications. Incorporate feedback from country specific stakeholders and drive process improvements designed to further mature release management process and routines to improve overall results.

Demonstrated project planning and management skills.
Proven organizational skills, naturally structured in work methods
Ability to leverage and work effectively with diverse styles, skills and abilities and across cultures in a international environment.
Deadline and detail oriented with demonstrated ability to deliver on commitments.
Proven ability to work in a fast-paced, fluid environment and quickly adapt to changing requirements, while remaining aligned with department and group directions.
Strong written and verbal communication skills, enjoying and preferring to pick up a phone, over sending an email
Willingness to Travel
English as a working language

Qualifications
5+ years of experience in software testing or software development and project management. A combination of 2 is required.
2+ years Agile project leadership, ie Scrum, Kanban, osv.
Track record of success defining, implementing and managing the process for releasing production software.
Working knowledge of software testing and software configuration management strategies, methods, and practices.
Working knowledge of applicable technologies and business environment.
A four year degree in Computer Science, MIS, Mathematics, Engineering, or other related field, or demonstrated job experience equating to a Bachelors Degree.
Experience with any of the following tools desired: JIRA, Wiki, HP Quality Center
Working experience from large/enterprise sized companies, preferably in telecom business
