The main outcomes for the post are:
* To deliver an annual work programme of policy analysis, innovation and development that is integrated across the council to meet the needs of members, Members Services, the Strategic Executive Board and service Delivery Units
* To provide high-quality analysis, guidance and advice on public affairs and policy development in order to deliver the council's strategic aims

Key duties and responsibilities:
* To support policy development and political analysis to deliver the council's strategic agenda
* To act as a flexible resource, delivering cross-cutting policy development to effectively deliver the council's top corporate priorities.
* Help produce policies that will deliver the priority or initiative, making sure they fit council policy and link in with other initiatives and policies and ensure they remain consistent, coherent and represent the council's best interests.
* Work with Delivery Units and other Support Units to help in the hand over of policies to be implemented.
* To remain informed of Government developments and key legislative programmes, advising colleagues on their implications for the council and options to deliver council priorities.
* Provide the Senior Policy Officer, Policy Manager, Head of Strategy, Senior Executive Board and Cabinet with a high quality research and briefing service on government legislation and its effect on policy.
* Attend high level (Senior Officer, Mayor of London, Ministerial etc) and sometimes confidential meetings with Cabinet Members, having prepared the research/briefing in advance.
* To commission external research and analysis where appropriate to help deliver the Council's strategic objectives.
* Following such meetings, put together an action plan that might include report writing, briefing other Members and Chief Officers, drafting correspondence and arranging follow-up meetings as required.
* Draft briefings, presentations and speaking notes for Cabinet Members.

Work experience
* At least two years experience of multi-disciplinary policy development and project delivery.
* Understanding of (or evidence of adaptability to) local government.
* At least two years experience of research and analysis, project management, and policy briefings in either the public or private sector.
* Experience of supporting either a politician or senior person at Director level would be an advantage.

Skills:
* Develops policies which ensure that the council is in line with legal and local government requirements.
* Is a reliable and effective point of reference on complex cases in the area.
* Maintains and on target volume of complex workload.
