My client, an NHS Trust in the West Midlands is seeking an Estate Management Surveyor for a 6 month contract.

It is expected that under the latest Government initiative a number of premises will transfer to the Trust as of 1 April 2013 thereby tripling the number of properties in its portfolio. Consequently the Trust must develop a robust estate terrier to hold all relevant information associated with its estate and that robust legal agreements are put into place prior to the disestablishment of host PCT's.

My client is seeking an Estates Management Surveyor in this regard.

The role will require you to:

*Operate primarily out of the trusts premises but will also be required to move around reviewing the estate. Therefore car use is therefore essential.
*Support the Head of Estates in determining the scope of premises to be transferred into the Trust and to negotiate the Heads of terms and/or transfer agreements in association with the Trust's Legal Advisors.
*Use the proposed software database (assume MICAD) to develop an estate terrier for the Trust covering existing and proposed assets.
*Validate the existing and proposed estate floor plans for accuracy.
*Where plans require amendment, to undertake the modifications in AutoCAD format.
*Where plans do not exist, to instruct an external surveying company to undertake a measured survey based on competitive fee proposals.
*Use accurate floor plans, 'mark-up' in AutoCAD current usage of space, over time, by service and specify percentage of usage against overall floor area identifying clearly sole use, shared use etc.
*Work with Finance colleagues and the Trusts Procurement & Contracts Manager to identify all outgoings for the estate and populate the database, by property.
*Help determine the level of risk adjusted backlog maintenance liabilities associated with the estate (existing and proposed).
*Based on the future estate needs of the Trust, assist the existing team determine whether the Trust wishes to obtain the freehold interest of assets, take a lease of the whole, or part or whether a Memorandum of Occupation is appropriate.
*Work with the Trusts appointed Legal Advisor, negotiate the transfer agreements/heads of terms as deemed appropriate with the host PCT's.
*Support Divisional Managers to act as the conduit between the Trust and host PCT's to work with the Trusts Legal Advisors to carry out a Due Diligence exercise of the proposed asset transfers.

To be considered you will need:

*To hold a property qualification to a minimum HND and be a member of a recognised institution (RICS or equivalent), and show clearly, through your CV demonstrable experiencing of undertaking tasks of a similar nature and be competent using AutoCAD.
