Project Manager

Position Description

Vistronix is entering a contract with a major Federal Agency located in Prince Georges County Maryland to perform an assessment of its internal HR/Payroll system and alternative systems that might support the ongoing mission critical activities. Vistronix requires the services of an experienced Program Manager (PM) to assist with the assessment activities, develop a comprehensive Business Case, and support the Agency's efforts to obtain appropriate waivers via the production of relevant reports, briefings and presentations to senior and executive leadership at the Agency, the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB).

Moreover, the PM must:

  • Represent Vistronix with providing Information Technology (IT) consulting services to the major Federal agency for the planning and assessment of alternatives for a critical HR/Payroll System.
  • Apply expert knowledge and experience of enterprise-wide mission critical administrative and program System to perform requirements gathering, formal documentation and base lining of detail requirements and/or enhancements, including costs estimates related to HR/payroll and alternative systems.
  • In conjunction with the Vistronix subject matter experts and other Vistronix personnel, produce a comprehensive Business Case, Requirements, Risk Analysis and other related documents and briefing materials required to address and support Agency's objectives.
  • Coordinate with client and team members on data calls and reporting and ensure timely delivery of all contract deliverables and the prompt resolution of problems and issues associated with project performance.
  • Close-out interim and final contract/project deliverables based upon the completion of tasks and established deadlines.
  • Providing input to the end-client on changes in operational policies and procedures for improved cost-effectiveness.
  • Maintain program planning documents such as Governance plan, CM plan, Quality Control Plan, Program metrics, IV&V and self-assessment etc.
  • Organize and conduct offsite and onsite trainings for different audiences.
  • Manage a team of people and ensure appropriate task allocation.

Required Skills and Competencies

As the primary point of contact for our end-client, the Program Manager must possess the following skills and competencies:

  • Experience with producing high-quality, complex, technically accurate documentation about rapidly changing technology, with specific emphasis on the development of technology and program-based business cases.
  • Possess strong data gathering and analysis skills, including the ability to interpret and take actions on ambiguous/complex areas and business related data in order to collaborate with other subject matter experts on HR/Payroll system matters.
  • Excellent verbal and written communication skills.
  • Excellent problem solving skills particularly with regard to alternative technology solution. Effective interpersonal skills in interfacing with client and Vistronix personnel.
  • Ability to handle high volume workloads in a fast paced environment.
  • Effective organization and time management skills, as well as excellent follow through and accuracy skills.
  • Able to be successful in a self-driven and independent mode, exercising the ability to work on multiple efforts simultaneously.
  • Work independently and in a team environment.
  • Where necessary and appropriate, employ basic knowledge of Federal HR/Payroll LOB applications. Providing input to the end-client on changes in operational policies and procedures for improved cost-effectiveness

The most successful candidates will have experience/skills in the following areas:

  • Program scheduling, IT service delivery, and financial/project control and monitoring.
  • Excellent written and oral communication skills and have the ability to work with all levels of personnel within Vistronix and the client organization.
  • Proficient in managing teams with IT personnel in varied technical functional areas.
  • Past experience in managing contracts in federal agencies like US Department of Agriculture, Department of Transportation, US Department of Commerce
  • Knowledge and familiarity with Oracle/PeopleSoft HR/Payroll and/or other such line-of-business (LOB) applications.

Experience, Education, and Certification requirements

  • 10 years experience managing IT projects with technical and organizational complexity;
  • Minimum of a Bachelor's degree in IT, Business, or a directly related field;
  • Project Management Professional (PMP) certification is required;

Candidates must be able to successfully complete a government background check for a position of public trust.
