For a project with the European Commission we are looking for a Senior Analyst-Programmer.

Introduction

The contractor will provide a Senior Analyst Programmer (SAP) with specific experience of minimum 9 years in web development tools for the DG/ENTR Informatics unit and will be based in Brussels.

The Informatics Infrastructure in DG ENTR:

  • Workstations: Windows XP - Office 2003 (Win7 - Office 2010)
  • ColdFusion Application Server (version 8)
  • Java J2EE - BEA Weblogic
  • Oracle Database Server 10g-11g
  • PowerDesigner database design (Oracle) and Toad 9.1

Project Description

The Directorate-General for Enterprise and Industry works to ensure that EU policies contribute to the sustainable competitiveness of EU enterprises and facilitate job creation and sustainable economic growth. It plays a major role in implementing the Lisbon strategy for growth and jobs.

DG Enterprise, under the Commission's Work Programme, manages several important measures, projects and activities related to:

  • "Competitiveness Industrial Policy, Innovation and Entrepreneurship"
  • "Internal Market for Goods and Sectorial Policies"
  • "Standardisation and approximation of legislation"
  • "EU Satellite Navigation Programmes"
  • "Space and Security Research"
  • "Policy strategy and coordination for DG Enterprise"
  • "Administrative Support for DG Enterprise"

DG Enterprise has a wide portfolio of applications and Information Systems to facilitate the management of its resources, measures, projects and activities. The Informatics unit (ENTR.R.3) contributes to the accomplishment of DG Enterprise missions by supplying fundamental services in the fields of information technology:

New applications need to be analysed and developed, and further, integrated into the Enterprise architecture model. Existing applications need maintenance, development of new functionalities and/or modules, and in some cases, redevelopment to comply with the DG Enterprise architecture framework. The aim is to consolidate projects SAP Web development into integrated systems that can support the business of DG Enterprise in line with the general principles of the Commission's IT governance. These projects cover:

  • Management and implementation of directives and policies;
  • Support of and interface to enterprises and SME's;
  • Financial management, reporting and monitoring of financial transactions;
  • Contractual management;
  • Control of business processes and workflows;
  • Database management;
  • Document and content management;
  • Communication;
  • Human resources;
  • Interface and data exchange with Commission's applications and Information Systems

The IT Unit of DG Enterprise is looking for a Senior Analyst Programmer, with expertise in web development (including Oracle/PL/SQL and ColdFusion), in order to facilitate those projects DG Enterprise. The candidate will work in a team of 30 colleagues on the premises of the Commission.

Nature of the tasks

  • Analysis of the requirements.
  • Prototyping
  • Writing/maintenance of applications that reflect the specifications
  • Database design
  • Elaboration of test programs
  • Definition and integration of technological components
  • Integration with other applications
  • Production of technical documentation
  • Assistance with training the administrators and users of the system.
  • Assistance with deployment and configuration of the system
  • Assist with evaluating and testing products delivered by other teams to ensure that they conform to the Commission requirements and methodology.
  • Participation in meetings with the Commission

Knowledge and skills

  • In depth knowledge of application development environments
  • Good knowledge of the design and development of web and multi-tiers Internet applications
  • Good knowledge of Content Management Systems (preferably Drupal)
  • Knowledge of software development methodologies (eg RUP)
  • Knowledge of relational database systems and SQL Scripting
  • Ability to cope with fast changing technologies used in application developments
  • Ability to participate in multi-lingual meetings, ease of communication.
  • Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working.

Education and Experience

  • Minimum 13 years of relevant studies and experience after the secondary school
  • Minimum 9 years of IT professional experience.
  • Minimum 9 years of design and development of web applications
  • Experience with Drupal CMS
  • Experience with relational databases
  • Experience in Internet application layout/styles (CSS, HTML5)
  • Experience in XML

Specific Experience

  • Minimum 9 years in web development tools
  • Minimum 6 years in web design
  • Minimum 2 years in Content Management Systems (preferably Drupal)
  • Understanding and applying SOA principles in designing loosely coupled systems based on interfaces; experience with Web Services
  • Familiar with security issues for developing Web Applications (eg injection, Cross site Scripting)

Required Personal skills

  • Ability to work in a team
  • Ability to analyse complex documents
  • Ability to follow and interpret Internal procedures and standards
  • Ability to work to deadlines
  • Ability to work independently on specific tasks while at the same time functioning as a member of a project team.
  • Fluent in French and/or English
