For a project with the European Commission we are looking for a Senior Consultant.

Overall purpose
The Business Analyst plays a key role in the identification of stakeholder needs and other requirements.
The Business Analyst is an experienced professional with strong IT and business process management background, excellent communication skills and abilities to conceptualise problems.

Functions and duties
Business Process Modelling
The Business Analyst will conduct interviews and workshops in order to formally describe business architecture elements with focus on processes and data structures .

The Business Analyst will use the BPMN2.x notation and use the tool ARIS for this task. The Business Analyst will make a complete modelling of all processes in the organisation, starting with the investigation process and will make sure that all
existing variances in the office are visualised and described.

The Business Analyst will use the existing diagrams in MsVisio as a starting point for this exercise.
The Business Analyst will also create the Corporate Data Model in ARIS and link this to the Business Processes.
Additionally to the business processes the Business Analyst will assist to the creation of the document maps and the corporate data model. The model is mapped in an entity-relation diagram or a class diagram and the objects and concepts are defined and described.

Business Architecture modelling OLAF Unit C.1 Investigation Workflow Management envisages to use the tool ARIS
for Business Process Modelling. The Business Analyst will define the conventions for the usage of the tool in collaboration with the lead Business Analyst of the team, based on the common BPM@EC methodology. The objects, views and modelling language to use will be selected and this will be described.

Business Process Improvement
The Business Analyst will critically evaluate the processes mapped and described and come up with process improvement proposals. The Business Analyst will discuss the proposals with the appointed Business Owners and will describe and map the to be' processes.

The improvement proposals should be compatible with OLAF's future Enterprise Content management system implementation, for instance the introduction of electronic approval processes.

Information management
The Business Analyst assists to the configuration and customisation of the future Enterprise Content management System, for instance by providing the Corporate Data Model, that will be created in ARIS.

The Business Analyst also assists to the development of a pilot application in SharePoint/InfoPath. The Business Analysts reworks the to be' processes based on the feedback from the pilot implementation workflows.

Requirements gathering
The Business Analyst will identify the relevant IT, document management, security, data protection policies, regulations and procedures and derive the requirements related to these.
The Business Analyst will gather the functional and technical requirements for the "to be" investigation support system and properly document them in a product vision document, user stories and acceptance criteria.
The Business Analyst supports the Business Owner in setting up and maintaining a product back log, according to the Scrum methodology.
The Business Analyst will assist the Business Owner in setting the priorities for system implementation.

Job requirements
Formal education
University education or equivalent in the business management domain with strong IT knowledge.

Experience
At least 7 years of relevant and recent experience

Availability
Preferably full time and at least 4 days a week as from 7th of January 2013.

Languages
English: perfect language skills required both written and oral.

Knowledge
  • At least 2 - 3 years of hands on experience with the tool ARIS
  • IT methodology SCRUM or other agile methodology: Very good
  • Experience in modelling in BPMN or willing to acquire the knowledge through internal education.
  • Knowledge of process improvement methodologies like LEAN.
  • Datamodelling methodologies like ERM. Basic knowledge of semantic Datamodelling would be asset.

  • Rules and procedures relating to public procurement
