We are looking for a Procurement Manager for one of our esteemed clients.

Procurement Manager - Mobile & Scheduling (SME)

Duration: 1 Year (Starting 3-Jan-13. 3 months rolling contract)
Work Location: Dublin

Role required to deliver the next phases of the mobile and scheduling initiative for CLIENT Networks: 
Procurement stage of the project

  • Create the selection approach to be taken for the procurement efforts and liaise with business and procurement resources to ensure adherence to procurement policies.
  • Create detailed plans for the procurement stage of the project - from creation of RFP through to selection of successful vendor and vendor contract negotiation.
  • Co-ordinate and manage all stages of the procurement effort to ensure that timelines are met.
  • Proactive identification of issues and risks and timely resolution of same to ensure the project stays on track.
  • Define the mobile functional capabilities required and utilise these to structure the request for proposal (RFP)
  • Utilise expertise and knowledge of SAP IS-U, SAP R/3, Mobile, Oracle OMS and Click Schedule systems and utility business process knowledge (SAP IS-U work order processes, SAP R/3 asset inspection and maintenance work order processes and Oracle Outage Management (OMS) planned and fault response work orders and switching plans) to design future mobile business processes that are aligned to the business strategy and at an appropriate level to meet the objectives of the RFP process.
  • Create the detailed request for proposal (RFP) for the enterprise mobile solution and application(s) including the detailed business requirements required to support the mobilisation of the work management processes from SAP IS-U, SAP R/3 and Oracle Outage Management (OMS) systems, business process definition, work order life cycle and data requirements.
  • Define workshop methodologies and facilitate and drive workshops across various business units within CLIENT Networks to agree high-level process design, design principles and business requirements
  • Create evaluation approach to be utilised to evaluate the RFPs initially from a desktop evaluation perspective and throughout the procurement phases.
  • Functionally evaluate the request for proposals (RFP) submitted by short-listed vendors from an initial desktop evaluation through to vendor presentations, proof of concepts, reference site visits.
  • Act as a point of contact between CLIENT Networks and the procurement team throughout all phases of the procurement effort eg management and participation in the RFP clarification stage with vendors which will include intense sessions with vendor representatives with sales, technical and analyst backgrounds.
  • Communicate with and ensure effective involvement of business stakeholders through regular workshops with the business working group and extended business stakeholders as required.
  • Ensure the change implications are isolated, communicated effectively and deemed acceptable to the business stakeholders
    o Preparation for Implementation of solution
  • Create and input to the initial project documentation - Project Initiation Document; Business Case; Project Plan; Resource Plan; Risk analysis; Stakeholder Plan
  • Define the Change Strategy and Change Management plan
  • Plan and facilitate detailed business process design workshops

Competencies required for role

The candidate must have excellent experience and skills that relate to the following competencies:
o Previous experience, in a leading role, of mobile and scheduling implementations in an electrical utility
o Previous Project Management experience in enterprise IT implementations in a number of different client sites
o Change Management expertise with experience in the development and delivery of change strategies and plans
o Knowledge and experience of project management methodologies such as PRINCE2, preferably gained through working for one of the leading consultancy firms.
o Have appropriate formal qualifications in the areas of Project Management and Change Management
o Knowledge of key vendors and products available in the enterprise mobile market
o Experience and knowledge of SAP IS-U, SAP R/3, an Enterprise Work Order mobile solution and Click Schedule - at a deep business process and a comfortable technical level. The experience and knowledge must be related to work orders for field technicians.
o Excellent background in using complex spreadsheets and working with large volumes of data
o Very high competency in document writing and presentation
o Excellent planning and coordination skills

The candidate should also have experience and skills that relates to the following competencies:
o Meticulous attention to detail
o Comfortable in working with IT and business resources and ability to work well in cooperation with many different knowledge levels
o Stakeholder management and facilitation - internal (business, technical) and external vendors)
