Description

This is a very exciting LTE/4G project involving working with but not necessarily limited to working indirectly with O2 and Vodafone.

Responsible to: Commercial Director

Subordinates Directly Supervised:

Trainee Quantity Surveyor, Assistant Quantity Surveyor, Quantity Surveyor, Senior Quantity Surveyor and Projects Surveyor

Working Contacts:

Senior Managers, Project Managers, D&C Co-ordinators, Buying, Estimating, Accounts, SSC, Marketing/Business Development and Human Resources.

Main Purpose of Job:

1. To encourage and create a teamwork culture throughout, recognising the responsibilities of the Matrix Management Structure, whereby opportunities are maximised and problems are identified and resolved to the overall benefit of the team and the company.
2. To take responsibility for the Quantity Surveying functions and assist in the procurement of subcontracts on contracts allocated by the Commercial Director from award through to the agreement of the final account.
3. To maximise profitability having regard to client/subcontractor relations and the company's strategic objectives with regard to repeat business, the Partnering Ethic, and the risk/reward philosophy.
4. To participate in the management of the team including management of resource levels(including assisting in recruitment), providing direction, leadership, together with training and development requirements of Quantity Surveyors reporting to the job holder.

Note: The job responsibilities and the position to whom the job holder reports, may vary from time to time. As a consequence the job responsibilities will include but may not be limited to any or all of the following items as required by the Surveying Director.

Commercial

1. Maximise recovery through Clients and Subcontractors accounts.
Create and maintain profit motivation of the team, having regard for Client/Subcontractor relations.
2. Optimise cash flow through external valuations and control of subcontractor accounts.
Monitor Reserves/Work in Progress, and Subcontractors Payments
3. Provide assistance to Financial Department in the recovery of outstanding monies.
Monitor both Main Final Account and Subcontractors Final Account progress.
4. Monitor and facilitate the recovery of retention and the like.

Contractual
1. Ensure correct contractual procedures are operated for both Main Contracts and Subcontracts.
Ensure that the site team is complying with contractual obligations.
2. Monitor that subcontract conditions are Back to Back' with main contract conditions or with maximum risk transfer.
Identify financial risk associated with non-compliance of contract conditions and report accordingly.
Identify any special addition terms and conditions that should be incorporated in the subcontract agreement.
3. Provide pre-contract advice to Estimating Department related to amended Terms and Conditions of Main Contracts and resource availability for forward workload
4. Claims preparation and recovery
Ensure that all necessary contemporaneous records and documentation are maintained for maximum recovery

Financial Reporting

1. Provide monthly Cost Value Reports and monthly Margin Analysis in conjunction with Line Management
Identify separately over/under valuation, maintenance reserves, speculative reserves and any management adjustments.
Identify and evaluate risk for example prolongation costs not recoverable together with any liability for LADS.
2. Forecast Out-turn Margin/Commercial Analysis/programme/progress in conjunction with Line Management and review monthly.
3. Forecast contract turnover in conjunction with Line Management and adjust as necessary.
4. Weekly Contract WIP and Debtor reviews with Quantity Surveyors and monthly collated reports for management.

Training and Development

1. Motivate, plan, co-ordinate, maintain and develop staff to undertake current and prospective workloads.
2. Participate and actively encourage both Company training courses and on the job training.
3. Monitor and record individual performances on an ongoing basis together with annual appraisals.

Marketing/Procurement

1. Establish and maintain links with Clients and their advisers.
Feedback contacts and meetings to Marketing
2. Develop contacts for post contract marketing and actively participate in generating wider client base
