Description

A range of corporate finance and commercial skills and experience are required, which will include some of the following:
*Providing corporate finance/PPP/PFI advice to project teams either within the Department, other government departments or to private sector companies;
*Understanding of how policy on privately financed projects is set by HM Treasury and is aware of the main sources of information as new policy and guidance emerges;
*Constructing and using financial models in the context of privately financed projects. Is able to interpret complex financial models, including how to run sensitivities and to challenge the assumptions made in the model;
*Understands how the Department's privately funded projects are structured, including the key drivers of bankability. Understands the difference between an lease-based structure and a Design Build Finance Operate structure.
*Experience of critically assessing and challenging business cases, eg submissions from local authorities;
*Understanding and experience of key PPP/PFI commercial terms, such as compensation on termination, including a working knowledge of SOPCv4;
*First hand experience of the bankers' due diligence process, final negotiation, the interest rate swap markets and financial close;
*Understands the role of refinancing in privately financed projects. Knowledge and experience of the application of current HM Treasury guidance on refinancing gains;
*Experience of providing advice to policy teams on regulatory finance issues.
*Experience of structuring and executing asset sale transactions. Understanding of assessing market opportunities, experience of evaluating bids and negotiating sale agreements. Experience of providing advice to policy branches on sales opportunities.
