Job Purpose:
Provides planning, leadership and implementation services for major projects and/or key business processes for multiple departments. Manages or coordinates the consulting and analytical support for these projects or processes, and is accountable for the quality and outcomes of the project. In collaboration with clients, manage/facilitate multi-disciplinary projects, initiatives, and/or committees. These efforts are complex, extremely varied, and carry significant risk/reward and visibility. Serve as program manager (manage multiple projects), project manager (one project) and hands on team member. Serves as project leader and change agent in multiple departments and across division. Facilitates change through project management, internal project advising, mentoring, coaching and applying effective execution strategy.

In collaboration with clients, manage/facilitate multi-disciplinary projects, initiatives, and/or committees. These efforts are complex, varied, and carry significant risk/reward and visibility. Serve as program manager (manage multiple projects), project manager (one project) and hands on team member.

Key Roles:
1. Consulting Skills/Roles
a. Business Process Improvement Expertise (technical skills, knowledge of various techniques, methodologies, application of change mgmt skills, quantifiable results). Provide leadership and oversight to several process improvement teams to drive to measurable, significant results. Have advanced knowledge of and can rapidly produce current/future state analysis, flow charts, research trees, and data analysis. Provides process improvement training and/or fully owns and implements a multi-department, division-wide process improvement project. Has demonstrated expertise in the basic spectrum of process improvement methodologies.
b. Analytic/Problem Solving (information gathering, decision making, strategic thinking, judgment, compelling story, persuasion and influence). Define, organize, and direct complex analysis for undefined, complex, and politically sensitive projects. Reviews and validates conclusions and recommendations of analysis. Possess demonstrated expertise in complex analytical problem solving. Proactively acts as thought partner to departmental team members. Challenges and enhances analytical approaches and tools. Appropriately challenges team with data driven findings and conclusions, Expert in systems thinking.
c. Demonstrate and Use Innovation/Creativity (identify opportunities, dynamic thinking, problem solving). Identify opportunities for clients to promote innovation and facilitate meeting strategic goals. Identify creative solutions for problems in existing projects. Stay on top of industry changes that could be reincorporated into projects. Create project structures that encourage creativity.
d. Manage Change. Provide oversight on project team members, projects, or manages large scale project with change component. Define change, assess climate, identify approach, ensure readiness, and develop communication plans.
e. Presentation to Cross-Functional Departments (oral presentation, written presentation, formal facilitation). Significantly demonstrate influential communication skills and effective decision making. Persuade clients to act on recommendations. Effectively facilitates meetings with high ambiguity and/or conflict. Challenges and enhances deliverable content.

2. Project Management and Management Skills
a. Possess demonstrated program and project management skills with little oversight and sustainable results with proven outcomes (project scoping, planning, approach design, resource definition, time management, project control, task development).Plans project/program for optimal results and speed. Review team's work for quality and thoroughness. Delegates appropriate level of responsibility for actions and decisions. Transfers knowledge and skills to project team and client personnel. Establish processes and create effective project mgmt tools. May supervise multiple projects at the same.
b. Project execution (results, outcomes, decision making, strategic thinking, promoting and supporting change). Leads large project teams or multiple projects to high quality results. Integrates and manages projects across multiple departments. Assembles project team, proactively identifies key organizational and departmental issues and shapes overall strategic direction of departments to address, ensures that risk is within reasonable parameters.

3. Team/People Skills
a. Teamwork Knowledge Acquisition/Culture of Learning (relationship building, interpersonal skills,). Create an environment that enables the team to perform optimally. Proactively identify potentially difficult situations and manages them before they become issues. Seeks to understand cultural norms/communication styles of team members and leverages diverse styles. Effectively adapts mgmt style to meet the needs of a particular situation. Resolves conflicts by developing persuasive solutions.
b. Knowledge Sharing/Department Participation. Organizes team building and knowledge sharing activities. Demonstrates an understanding of the industry and organizational environmental and its impact on departmental objectives. Organizes key project deliverables, lessons learned, and best practices in the team standards. Consistently shares top learning from training courses/conferences without being prompted. Assist with leadership of team in key designated areas.
c. Client/Stakeholder Relations (client management, client facilitation, client satisfaction, communication, relationship building). Oversees department's work to ensure alignment with client and organizational needs. Develops and proactively maintains contact with key clients, stakeholders and customers to facilitate departmental and project success.

4. Technical Skills/Subject Matter Expertise
a. Ability to develop expertise in subject matter areas quickly. Develop depth of expertise in Contract Administration, Regulatory Services, Member Relations & Utilization Review

Freedom to Act:
Provide leadership as well as staff support to business process oversight committees for department Director and leaders.
Facilitate implementation of changes identified in projects, develop ongoing monitoring systems, and other steps to ensure effective improvements are sustained.

Major Challenges/Problems:
Ensure appropriate ownership and buy-in on projects and business processes; ensure strategies are executed effectively and process improvements are maintained across multiple departments with sometimes conflicting goals.
Propose strategic initiatives to management to improve organization effectiveness and department performance.
Identify and implement best practices for performing analytic work and reporting in complex business processes which lack infrastructure or controls.
Assist Department Management in representing the services of the department and customer needs to influence resource decisions to achieve desired results.
Human relations skills:
Strong skills in the areas of collaboration, influence, readiness assessment, and assertiveness.
Provide coaching and mentoring to staff across multiple departments and at various administrative levels on technical matters

MINIMUM QUALIFICATIONS
Minimum required knowledge, skills/abilities (including equipment operation):
1. Bachelor's degree in business administration, analytic discipline, or equivalent knowledge and experiences.
