On behalf of our client, a prestigious international Telecommunications company, Manning Global Group is currently looking for a Site Acquisition Expert for a Contract Position in Spain


Purpose of the job:
• To evaluate and comprehend customer contracts/RFQs, derive the site acquisition/permitting scope and actively propose acquisition strategy to bid/project team.
• Evaluate Market and prepare cost estimations for the site Acquisition/Permitting scope
• Start up and Set up a functional Site Acquisition/Permitting team with the project
Key objectives:

• Directly responsible for the general management of the entire Site Acquisition process on a project
• Responsible for the timely completion of all pre-market Site Acquisition research and Subcontractor evaluation, including but not limited to RFQ completion and evaluation, contract negotiations and price determination
• Responsible for all activities related to the production of the Search Area Report, Technical Site Surveys, acquisition of all permits and leases
• Daily interaction and communication required with Network Planning Manager, Civil works Manager, Installation and commissioning Manager, Acceptance / Document Control Manager and other Managers as defined by the project
• Work closely with the bid team in the initial phases of an offer and produce all required Site Acquisition related information and estimated acquisition related costs to the Bid Manager
Areas of Responsibility
Under the guidance of the Line Manager, the jobholder is expected to perform (but is not limited to) the following tasks:

• Establishes the organizational structure for the Site Acquisition team
• Evaluates customer contracts / RFQs and derives clear scope of works
• Defines Acquisition / Permitting processes relevant to the Project and liaise with project team in order in integrate these processes successfully.
• Work closely with Radio Planning manager and civil works manager in order to develop the Acquisition scope based on their inputs.
• Performs Acquisition Market research and prepare contractor base strategy
• Interview subcontractors and acquire market prices for the defined site acquisition/permitting scope of work
• Selects the Site Acquisition contractors together with Procurement and Project team
• Identifies and selects the required Site Acquisition personnel to work in the Acquisition/Permitting team
• Establishes regional structures and regional interfaces (if required by the project)
• Allocates relevant sites to the Regional Site Acquisition Managers
• Defines the tools, hardware, software and other office related items requirements
• Manages the Site Acquisition team to deliver as per the required project plan
• Status reporting to the internal project management team and the Customer
• Responsible to ensure that all data entry requirements as satisfied across the Project tool landscape
• Successful acceptance of all Site Acquisition work by the Customer in accordance to the fixed time schedule and the Scope of Work
• Supervises Site Acquisition status-reporting process

Person Specification

• Expert in the Spanish Telekom Market
• Six (6) years experience in telecommunications project management, specifically related to site acquisition and permitting
• Three (3) additional years experience in managing teams by setting and evaluating objectives, as well as experience in establishing regional organizations
• Strong decision-making and management skills
• Ability to work under extreme pressure with tight timeframes within a Team
• Accurate, reliable, self-confident and firm
• Proven ability to deal with a variety of Partners and Subcontractors
• Ability to have a self-confident and firm stance towards the Partners and Subcontractors
• Spanish as primary language
• Fluent English
