Senior Architect - Enterprise Architecture, ARIS, BPMN

Context

In an effort to increase efficiency, reduce complexity and cut the cost of designing, implementing and managing financial IT systems, in line with Commission's corporate vision for IT - IT rationalisation and IT cost and staff reduction, the EC developed the Enterprise Architecture framework.

The EC intends to consolidate the Enterprise Architecture service by refining the EA framework in all its dimension (services provided, meta-model used, repository and tools) and in particular modelling the financial processes for the new programming period which are linked to the financial IT systems.

Profile

The EC is looking for a person as part of the Enterprise Architecture team within the IT Service Strategy, Enterprise Architecture, and IT Service Evolution sector in the IT Implementation and IT Governance unit.

Mission

The successful candidate will be involved in the Enterprise Architecture (EA) service, specifically dealing with the representation of business processes within the enterprise architecture repository and supporting the delivery of various EA services.

More concretely, the objective of his/her mission is two-fold:

Ensure maintenance and evolution of the EA repository in line with the EC's strategic initiatives;
This consists in performing the analysis and evolution of the business, information, function, application and organisation perspectives of the EA framework, focusing on financial processes as well as on the local (SFC2007-Back Office, WFS, New WFS, SysAudit) and corporate finance information systems (ABAC) for the daily financial and budgetary management.

The specific tasks are based on the Business Process Management cycle, consisting in: modelling of business processes, business functions, business rules and business concepts, providing various reports supporting process simplification and rationalisation initiatives.

Provision of Enterprise Architecture services to various stakeholders in the European Commission

This part of the activity entails the provision of enterprise architecture services using the EA framework, in order to contribute to the effective management of business needs and IT assets, evolution in agility and interoperability, reducing information redundancy and reusing and optimising processes.

In this context, the activities carried-out will mainly focus on the cooperation with various actors/stakeholders within the EC, acting at three different levels of the organisation:

o Business level, by providing an accurate vision on the business processes, thus allowing to strengthen the alignment between these and the underlying supporting IT tools;

o IT Strategic level, by defining and publishing As-Is and To-Be high-level blueprints, defining information systems portfolio (local and corporate systems) in relationship with business processes and functions, maintaining mapping with the corporate portfolio management tool;

o Software development level by defining needs specific to development programmes and projects, creating architecture models (As-Is, To-Be, roadmaps ) for business activities and tasks, high-level logical data models, analysis reports (process "dossiers" ).

Responsibilities

In the current context, the successful candidate will undertake the following responsibilities:

Develop a business architecture strategy based on a situational awareness of various business scenarios and motivations;

Apply a structured enterprise and business architecture approach and methodology for capturing the key perspectives of the business in the current context of the EC;

Cooperate with the Business Process Team in order to analyse, suggest and implement improvements to the structural relationships at the level of the business process and IT governance at the EC, having as a specific priority the analysis and representation of financial processes;

Enumerate, analyse, document, catalogue, and suggest improvements to the strategic, core and support processes, in order to support strategic and operational goals of the unit and DG;

Improve the Enterprise Architecture taxonomy, including the formalisms, core content metamodel concepts and modelling conventions used to build the architecture models.

Knowledge and Expertise required

Educational qualifications

University degree in an appropriate field or 10 years of relevant experience

Knowledge and skills

  • Excellent knowledge and experience in Enterprise Architecture (concepts, frameworks, tools and methodologies).
  • Deep understanding of architecture practices (especially TOGAF)
  • Very good knowledge and experience in producing business, functional and IT architectures along with the appropriate skills
  • Excellent experience in modelling business process using a variety of techniques, conventions and tools such as BPMN 2.0., EPC, etc.
  • Excellent knowledge of IT tools used for Enterprise Architecture and BPM analysis, in particular the ARIS platform, mainly: ARIS Business Architect & Designer, ARIS Business Publisher, ARIS IT Architect and Designer v7.x.
  • Proven track record in the analysis, design and implementation of a wide range of business functions and processes, and especially financial processes.
  • Sound analytical skills, detailed methodological knowledge and a disciplined and systematic approach to business analysis.
  • Excellent ability to easily translate functional requirements into process specifications
  • Exceptional communication skills and the demonstrable ability to communicate appropriately at all levels of the organization, including written and verbal communications
  • Ability to apply architectural principles, methods, and tools to business challenges
  • Ability to act as a catalyst between the business and information technology layers, conveying information in suitably accurate models
  • Ability to assimilate and correlate disconnected documentation and models, articulate their collective relevance to the organization and to high-priority business issues
  • Good knowledge of IT tools used in the office environment
  • Ability to analyse and audit information systems
  • Ability to integrate in an existing team and to evolve in a multicultural and multilingual environment
  • Good knowledge of written/spoken English and French and capability to work and draft documents both in English and in French.

Experience

  • Minimum 5 years of experience in Business Analysis
  • Minimum 2 years of experience in the usage of the ARIS platform
  • Minimum 2 years of experience in Enterprise Architectur
