Estimation Manager

Role

  • Member of the Divisional Management Team, providing strategic Leadership, Corporate Governance and develop the Divisional capability to provide a World Class Business
  • Ensure the Division delivers its Business and Management Plan and Business Development Targets, maintaining Project Governance throughout.
  • Oversee the deployment of resources across the Division in an efficient and effective manner.

Responsibilities

Source of authoritative advice on planning and estimating matters within the management of the Major Scheme Programme;Oversee a Commercial approach throughout Major Projects to time and cost estimation to produce cost effectiveness and efficiency at each appropriate stage of the contract

Responsible for a team of cost engineers performing the following responsibilities:-

  • Ensure any variations to the Major Scheme Programme are evaluated against existing time and cost estimations, with variances reviewed and reported to Project Managers, Divisional Directorates and Commercial Director;-
  • Ensure that cost capture data is updated from Projects for feeding unit rates into Cost estimating tool;-
  • Ensure that Project cost estimates are undertaken using Cost estimating tool in conjunction with Project Teams up to Early Contractor Involvement (ECI) award stage and post ECI award stage audit Contractor's estimates including Target Cost
  • Play a key role in shaping the review of ECI, including the evaluation of changes in data required and the implementation of revised processes based on this evidence-
  • Develop and challenge estimates received from Contractors to contribute to the effective cost driven management of all Projects-
  • Lead and mentor existing Project Managers and their Teams in the Commercial approach to planning and Estimating throughout applicable contract phases-
  • Allocate resources and agree priorities with Project Managers-
  • Liaise with external bodies to determine Best Practice and implement as appropriate within the Team

Experience

  • Experienced Cost Engineer in Civil Engineering/manufacturing Sector with recent extensive experience of Contracting and Consulting;
  • Understanding proposals/tenders;
  • Applies/develops knowledge of construction/manufacturing principles
  • Contributes to procurement strategy;
  • Estimating Costs;
