Our client has an exciting long-term rail infrastructure project that needs a talented senior campaigns manager to lead the development and delivery of the communications strategy to support the project.

Te role will also involve project managing all aspects of the communications mix, working very closely with lead policy officials and stakeholder, marketing and media specialists.

This will appeal to someone who has proven experience of delivering long term major communications campaigns that have impact and is a rare opportunity to drive forward a high profile integrated communications campaign for a single major project.

You will:
*Plan and lead the development of the overarching strategy for proactive communications based on insight
*Provide professional communications advice to Ministers and senior policy and communication colleagues
*Develop campaigns in line with GCN Engage principles using best practice techniques, delivering campaigns in a timely manner and within budget in close collaboration with policy colleagues, stakeholders and communications agencies where appropriate
*Draft well developed ERG cases for Cabinet Office
*Project manage the delivery of an integrated communications strategy
*Brief and procure agencies as appropriate
*Manage suppliers and agencies across a range of marketing disciplines
*Lead the campaign evaluation strategy ensuring all campaigns are measured appropriately and campaigns are refined to ensure ROI
*Build strong relationships with stakeholders and with communication colleagues, particularly press office and strategic communications
*Manage the communications budget ensuring that there are no over or under-spends and that the Department's financial processes are correctly followed
*Manage Parliamentary Questions and Freedom of Information requests relating to the proactive communications strategy

Essential experience:

Sophisticated understanding of and experience in marketing strategy development: excellent strategic integrated marketing skills, good judgement and strong communication skills to deliver high profile evidence based campaigns. (GCN Core Skill - Channels and Technologies)
Demonstrable experience of influencing at senior levels using sound judgement; experience of managing media and communication agencies with confidence and to work flexibly with colleagues. (GCN Core Skill - Relationship/Account management)
The ability to apply the tools and techniques required for effective project management and experience of leading teams to deliver projects successfully.
Experience of managing budgets effectively including delivering value for money.
Ability to process complex information that can help inform communications strategies and demonstrable experience of insight gathering techniques.
Experience of using quantifiable evaluation to measure, inform, direct and refine strategies as appropriate, and particularly to identify ROI for marketing expenditure (GCN Core Skill: Evaluation, Research, Evidence)
Proven ability to lead a team and develop individuals to improve performance
