Major Health Care Provider is heavily investing in new capabilities to support Health Plan claims processing. These capabilities are supported by large complex multi-year IT projects. The IT HP Claims Sub-Portfolio seeks a Program Manager to work as a thought partner with our business clients to ensure the successful delivery of these IT solutions. You will be joining a high performing motivated team of business and IT professionals eager to deliver outstanding solutions against aggressive timetables. 

This position provides operational support as related to the planning and execution of the program and PMO activities. The incumbent works with a high degree of autonomy and applies expert knowledge to building and supporting the PMO's role in planning, progress reporting, change control, vendor management, issue/risk management, financial management, quality assurance, and resource management.

Incumbent must have experience in the following activities: 
- Contribute to the ongoing improvement of the Claims/EDI Sub portfolio's program management capability through the development and improvement of processes and through sharing of best practices across the PM team. 
- Define, develop and execute integrated project plan. Define and develop team structure and roles & responsibilities. 
- Effectively manage and execute one or more projects or tracks within a program. 
- Lead all phases of projects, from concept through deployment, including needs assessment, system requirements determination, TCO estimates, planning, scoping, scheduling, budgeting, development, testing, implementation, etc. 
- Conduct business impact and cost/benefit analysis evaluations and recommend the appropriate course of action for assigned projects. 
- Effectively communicate project status, recommend actions and determine priorities with the Business and IT stakeholders. Establish appropriate project control, processes, standards and procedures. Track internal and external vendor deliverables to ensure that they meet committed scope, schedule and budget. 
- Positively influence project stakeholders, perform at a strategic and tactical/hands-on level, and provide communications and guidance to senior executives and sponsors regarding their role in ensuring the success of all assigned projects. Facilitate communications and interactions between functional groups, team members, strategic partners and vendors 
- Establish formal governance control structures and processes designed to ensure proper management of risk and cost. 

ANTICIPATED DELIVERABLES 
- Leverage knowledge of project management life cycle to lead the development of consistent processes and methods within the Claims/EDI sub-portfolio consistent with IT standards. 
- Develop key working relationships with team members from regional IT, business clients, and the Claims/EDI group. 
- Effectively take on the leadership role of assigned projects. 

BASIC/MINIMUN QUALIFICATIONS 
- Bachelor's Degree and/or Master's Degree in business management, computer science, information technology, or closely related field preferred 
- 8 years in IT including experience leading IT development and implementation of highly complex, large scale, multi-location, multi-year corporate IT initiatives. 
- Demonstrated success leading projects in excess of $5.M per year. 
- 8 years experience creating integrated business and IT project plans, key milestones, dependencies, critical paths, resource plans, resource loading, risk management plans, project management including change and quality control. 
- Must have experience implementing at least 2 IT solutions and managing customer expectations in a multi (3+) divisional/multi regional business environment. 
- Must have 2 years of recent experience working with a Project Management Office. 
- Must have 2 years of recent experience managing IT projects using Agile or a similar methodology. 
- Must have 2 years of recent experience managing IT projects, oversee projects with 30+ people working on them. 

PREFERRED QUALIFICATIONS 
- Excellent oral and written communications skills. 
- Must have a positive attitude, and the ability to work and communicate with all levels of management, internal and external vendors/partners, system integrators, etc. 
- Experience in directing project teams consisting of Solutions Consultants, Programmer Analysts/Developers, Business Analysts, Subject Matter Experts, Infrastructure Engineers/Consultants, Quality Assurance Resources, Vendors, etc. 
- Experience with managing budgets and metrics associated with large projects. 
- Ability to develop comprehensive project plans, define project scope and establish objectives for assigned projects. 
- PMP Certified 
- Ability to sustain strong ongoing relationships with senior and executive client. management during implementation of national initiatives. 
- Prior experience with a large third party consulting organization.
