Scope of the project:

The EEAS has a worldwide telecommunication network interconnecting the EU Delegations located in 136+ countries outside the EU and other EEAS partners located within the EU to the EEAS headquarters in Brussels.

The EEAS is in the process of selecting a new network provider. When changing the network provider, a migration of the complete infrastructure is required. Due to the fact that the migration must be done on an operational network, it is technically complex and time-consuming. The PM will coordinate this migration. He will act as the coordinator internally and the old and new service provider.

The EEAS network:

The network provides secured and highly available network services to sensitive and important applications.

number of remote sites between 150 and 200 (worldwide) with primary and secondary links,

Primary bandwidth can vary between 512 Kbit/s and 10 Mbit/s for remote sites and can go up to 1 Gbit/s for central site,

Redundant connectivity from provider backbone towards EEAS central site.

General tasks

  • Manage ICT projects - Network focused
    • Infrastructure projects,
    • Estimate workload, define planning, divide tasks and project deliverables for all projects under his direct responsibility
    • Ensure their quality follow-up,
    • Identify and mitigate project's risks,
    • Monitor costs, timescales and resources used, take action where these deviate from agreed tolerances,
    • Prepare all project management deliverables as required by EEAS and/or project sponsors,
    • Report on project evolution.
  • Guarantee methodology compliance and respect of EEAS project management standards.
  • Organize, chair and/or participate to working groups and meetings.

Provide effective leadership for the project team ensuring that team members are motivated, constantly developing their skills and experience, within an innovative technical environment.

Knowledge and skills

  • Deep knowledge of Project management methodologies.
  • Project Management experience in large network deployment
  • Deep technical network knowledge
  • Good reporting methods and ability to give presentations.
    • Ability to apply high quality standards to all tasks.
    • Ability to organise and animate French and/or English speaking meetings and workshops, good communication skills.
    • Capability of working in an international/multi-cultural environment, rapid self-starting capability and experience in team working, understanding the needs, objectives and constraints of those in other disciplines and functions.
    • Leadership capability.

General:

  • Secondary School degree
  • Experience in EU Institution environment (optional)
  • Ability to participate to mutli-lingual meetings, ease of communication
  • Communicate (verbally and written) in English - French.
  • Capability of integration in an international environment, rapid self-starting capability and experience in team working

Minimal experience required

  • Overall experience in ICT infrastructure projects - 12 years (6 years if university degree)
  • Minimum 2 years' experience in Project Management.
  • Relevant certifications in project management methodologies and Network
