Part Hours to Start - Going to Possible Full Time Hour

Need to know programming in SAS and the SAS Macro language in Unix/Window/Mainframe environment; SAS Enterprise Business Intelligence Solution design and development of reports; Knowledge in Enterprise Guide, Data Integration Studio and metadata security; Proficiency in SQL and Oracle/DB2 databases, analytical skills and technical knowledge required in one or more higher level programming languages.

*NOTE*contractor position is for 3 days, 24/week. However contractor may have opportunity to apply for Full Time position (once approved), which would be 40 hours*

Job Purpose:
This position exists to assist the organization in making strategic data-related decisions by designing and executing quantitative and qualitative analysis for business areas and providing recommendations for decision making under uncertainty. Provides analytical expertise to identifying opportunities for sustained business improvement. This position may serve as a lead providing oversight accountability for a team.

In collaboration with business clients and data teams, provide information analysis and analytical modelling support:
Participate in operationalizing conceptually defined variables and translating specific business issues and questions into appropriate functional and analytic designs.
Participate in designing and interpreting analyses of data, providing recommendations in support of critical business decisions.
Prepare presentations that communicate complex analysis and findings in a simple, consise and interpretable manner.
Supports strategic management decision-making.
Identify information gaps, provide recommendations and initiate appropriate activitiy or escilation.
Regularly use SAS, PC-based spreadsheet, database, and statistical software to produce quantitative analyses and reports.
Actively contribute to multiple analytical efforts by collaborating through project documentation, data extraction from various data repositories and subsequent data summarization, manipulation, display, and presentation preparation.
This Information Analyst will work independently with client and other contractor staff at an advanced professional level and is expected to be articulate, prepared, and knowledgeable in those encounters.
Data management and analytic responsibilities require linkage of multiple large databases and the development and maintenance of moderate to very large sized research databases for use in data analysis and tracking. Produce graphs and tables for reports, presentations and publication. Carefully document all programs, data sets and analyses.
Report analyst duties, eg design and develop automated actionable reports to inform managers in a timly fashion.
Data analyst duties, eg assists in the research, analysis, and remediation of moderately complex data issues that directly impacts reporting and analysis.
Business systems analyst duties, eg, help define business rules applicable to the development and/or use of the application.
Perform other duties as requested.

PREFERRED QUALIFICATIONS:
Preferred Knowledge, Skills and Abilities (including equipment operation):
Advanced degree in a quantitative or technical discipline.
Specific and broad knowledge of CLIENTNW operations, CLIENT applications, and CLIENT HealthConnect, including Hyperspace, Clarity and Chronicles.
Preferred Experience:
Five years of analytical experience.
Two years health care or insurance experience.
Expertise in multiple business units (service delivery, insurance, finance).

MINIMUM QUALIFICATIONS:
Minimum Required Knowledge, Skills and Abilities (including equipment operation):
BS/BA degree in a quantitative or technical discipline, or equivalent knowledge and experience.
Expert knowledge with BI and analytical tools such as SAS, SPSS and Cognos.
Proven skills in project management, including the following attributes: efficient, collaborative, candid, open, and results-oriented. Establish clear performance contracts and project worclientlans.
Strong working knowledge in the use of current SQL software, including SAS/SQL, Oracle and Teradata, and Microsoft Office.
Proven ability to conduct, interpret and present quantitative/qualitative analysis.
Strong interpersonal and communication skills (1:1, peer, multi-disciplinary group, presentations, written). Be assertive, objective and be able to confront clients with difficult issues.
Minimum Required Experience:
Five years of analytical experience.
