Job Title: Operational Procurement Team Leader/Procurement Manager
Base: Manchester

OVERVIEW OF THE ROLE
- Service Delivery - To manage and support a team delivering a centralised Operational Procurement Service to a number of customer organisations.
- Service Development - To develop and promote the Operational Procurement Service for existing and new Customer Organisations, including constant review of the service offering to deliver additional value.
- Governance - To ensure that policies and procedures are followed by the Team in line with each Customer Organisation's Standing Financial Instructions (SFI) and EU procurement law.
- Advice - To provide procurement advice to Customer Organisations to improve efficiency and automation where possible, through the use of E-procurement solutions and best practice.
- Reporting - To deliver management information and advice to Customer Organisations to support and develop their procurement agenda
- Spend Review - To provide analysis of transactional data to identify contracting opportunities and improve the contract portfolio coverage
- People Management - To strive for continuous improvement in the effectiveness of all team staff, ensuring high motivation and ongoing personal development for all staff.
KEY TASKS OF THE ROLE
Develop and maintain strong working relationships with existing Customer Organisations and their suppliers to ensure optimum service delivery
To promote the Service to potential customers via appropriate routes as required including sales presentations and bid responses.
To provide an ongoing review of the service offering to ensure compatibility with the requirements of client customers, including identifying changes in working practices
Liaise with external organisations to ensure business integration and continuity of supply.
Ensure compliance with EU Legislation, client Standing Orders and Standing Financial Instructions for all procurement transactions
Provide and communicate statutory financial and procurement regulation advice to Customer staff requiring the service.
Engage with Customer staff to ensure good procurement practice is Embedded across the organisation, and seek to influence the purchasing habits of the Customer by promoting the standardisation of goods and services to all customers and suppliers
Through the provision and interpretation of data, supports Customer based staff to improve business processes, aid product standardisation and enhance service development option appraisals.
To monitor the provision of routine Monthly reports to ensure KPIs reflect the service being delivered, and to provide supporting management analysis and information where required
To undertake the review of spend data in order to understand the appropriate sourcing techniques required to meet the Customer needs, and to proactively highlight findings to the on-site support team
Ensuring robust data collection and validation to enable efficient creation of catalogues and monitoring of compliance to contracts, ensuring effective data management at all times.
ESSENTIAL REQUIREMENTS
Qualifications
- Full member of/studying towards the Chartered Institute of Purchasing & Supply.
- Degree or equivalent experience.
Knowledge
- Knowledge of range of contracting processes
- Relevant knowledge of EU Directives regarding procurement including tendering processes
- Knowledge of government legislation in regard to public sector purchasing
- IT literate knowledge of Microsoft Office including Excel, Word, Outlook, and PowerPoint
- Knowledge and understanding of purchase order systems and processes
Experience
- Relevant experience of managing a team to deliver a customer related service
- Relevant experience of working in a purchasing environment with particular focus on P2P
- Relevant experience of managing complex and conflicting issues, information, and situations
- Relevant experience in issuing and evaluating Tenders in the Public Sector
- Ability to work effectively with a diverse range of providers/Customers
- Experience of interpreting, and presenting information to staff at varying levels, internal and Customer
- Experience of presenting to Customers
