We are seeking a Business Analyst that will be a part of a function tasked with completing robust data analytics on federal payment data to identify potential fraud.

The services will include:

The development of rules, techniques, algorithms, and models to:

  • Detect abnormal or anomalous patterns in payment activity,
  • Identify relationships (link analysis), and 
  • Predict how these patterns and relationships may change over time; and
  • The development of methodologies and practices to enhance the ability of agencies to reduce payment errors and prevent fraud

Responsibilities:

  • Perform analysis of moderate and large size data sets using spreadsheets
  • Identify creative and useful additional analyses based on client feedback and subject matter expertise
  • Determine formats, structure, and categories of data to be used or extracted during analysis, and relationships between data elements that will produce information that will help identify improper payments
  • Engage and facilitate discussions with Program agencies to identify business rules for use in assessing payments data for improper payments
  • Extract and integrate data from multiple sources in multiple formats (eg, database, spreadsheets, text files) for performing modelling, analysis, and reporting
  • Present findings and recommendations related to the analysis and identification of improper payments
  • Review analyses to ensure results are reasonable
  • Produce reports suitable for technical and non-technical audiences that are well structured, include explanations of results, and include recommendations to reduce improper payments
  • Provide data analytics subject matter expertise to client and team members to promote the application of best practices
  • Develop effective working relationships with client and other project stakeholders
  • Interact with clients and various project members to ensure that specified business needs are met

Qualifications:

  • Bachelor's degree in Business, Finance, Economics, Computer Science or equivalent experience required
  • 3+ years experience in related field
  • Excellent analytical and problem solving skills with attention to detail and data accuracy
  • Strong interpersonal, communication (verbal and written), relationship management, and customer service skills with a focus on working effectively in a team environment
  • Proficiency in automated database, spreadsheet, and analysis tools
  • Knowledge of database programming such as SQL and experience with analytical and statistical software packages such as SAS, R, and S-plus is helpful
  • Ability to use MS Office Suite (Word, Excel, Powerpoint, Access, Visio)
  • Ability to complete analysis using statistical applications and database programs is a plus
  • Strong organizational, time management and follow up skills
  • Ability to work cross-functionally to solve complex problems and improve quality and service
  • Ability to perform involved and independent research and analysis
  • Ability to present and convey results of analyses to various audiences
  • Ability to manage multiple projects and work processes in a timely fashion
  • Ability to maintain confidentiality and appropriately handle sensitive information
