CONTEXT/INTRODUCTION AND OBJECTIVES

The Commission has launched in 2011 an information system rationalization exercise the aim of which is to reduce the number of information systems currently in use at the Commission and to ensure that the existing and future information systems can be re-used by the various Commission Services. The rationalization exercise is conducted by domains which are led by a domain leader.

Directorate General for Competition (DG COMP) has been appointed as a leader of the rationalisation process for the Case Management sub-domain. Other DGs involved in this subdomain are DGs OLAF, AGRI, MARE and TRADE. Case Management in this context entails all activities linked to investigating, processing, handling and managing of "cases" under the legal instruments implemented by the DGs concerned, including document management supporting the Case Management process.

Information Technology supports the core enforcement activities of the DGs concerned by offering tools enabling them to conduct the investigations and handle cases efficiently. To ensure efficient IT support for the future the DGs concerned wish to analyse their core business processes and to determine commonalities as regards their user needs and requirements for IT support.

Furthermore, on this basis, they wish to determine common building blocks supporting Case Management that would be in the future shared among the DGs concerned and eventually offered for re-use for other Commission Services. These common building blocks should be the basis for market research and eventually for selection of future IT solutions catering to them.

REQUIRED SERVICE DESCRIPTION

The DGs concerned wish to benefit from external consulting services in the context of the IS Rationalisation in Case Management.

The first phase of the project entails analysis of core business processes of the DGs concerned and determination of common business needs among the DGs concerned, based on an input provided by each DG. Based on the common business needs common building blocks will need to be determined with the view of conducting market research for available market solutions covering the common building blocks. The first phase will be closed by adoption of a Vision/Charter document describing the next phases of the project (preparation and launch of selection process, selection of the solution(s), configuration and customisation of the solution(s) for the DGs concerned and implementation of the solution(s) in the DGs concerned).

The following services will be provided:

Requirements and business analysis. This service comprises:

  • Involvement in the business analysis.
  • Assist in determination of specific business needs and common business needs and requirements of the DGs concerned within the scope of ISRationalisation in Case Management.
  • Facilitate business process modelling and analysis workshops and other fora within the scope of the project.
  • Set up and administer any model databases and repositories in the scope of IS Rationalisation in Case Management project, following the guidelines made available by the DGs concerned and Commission Competence Centre.
  • Provision of studies in relation with information systems, in particular process analysis aiming at identifying efficiency gains.
  • Analysis and determination of common building blocks based on the common business needs and requirements of the DGs concerned.
  • Analysis and determination of integration needs and requirements of DG specific systems and Commission corporate systems with the common building blocks.

He/she will be the author and/or co-author and responsible for, among others, the following key deliverables:

  • Report containing (i) the results of the business process analysis determining the commonalities among the business needs and requirements of the DGs concerned; (ii) determination of common building blocks; (iii) integration needs and requirements for DG-specific and Commission corporate systems with the common building blocks; and (iv) determination of technical and security requirements for the common building blocks.
  • Report estimating possible efficiency gains and savings stemming from the implementation of the common building blocks.
  • Vision/Charter document outlining the next phases of the project based on the common building blocks.

Other studies or contributions to them may be requested: vision document(s) and business cases, risk analysis, information system design, technical studies, technical evaluations, information system implementation or deployment studies, information system hosting as well as advice on addressing security issues.

The documents' language will be English.

REQUIRED PROFILES

Specific expertise

Required specific expertise:

  • Proven experience (minimum 5 years,) in business process analysis and modelling, from which at least 2 years using Business Process Modelling Notation (BPMN 2.0);
  • Proven experience of at least 10 years in functional analysis - including business process and information system analysis to identify common capabilities and system features, GAP analysis, requirements analysis, including decomposition of capabilities/business requirements into functional and other system requirements;
  • Proven experience in applying Enterprise Architecture principles to business needs analysis;
  • Proven experience in market analysis for IT solutions;
  • Experience in drafting of IT project documents, including a Vision/Project Charter documents and technical specifications for selection procedures

Optional expertise

Expertise in the following domains would be an asset:

  • Knowledge of ARIS (IT Architect or Business Architect modules) or Oracle BPA enterprise architecture tool;
  • Experience in preparing and conducting EU tender procedures for IT solutions, including drafting of the necessary documents;
  • Experience with Case Management and Document Management solutions and systems available in the market;
  • Previous experience with business process modelling/management, functional analysis and/or market analysis for European institutions and other bodies;
  • Previous experience with conducting business analysis and deriving commonalities in requirements, features, etc. in multi-DG/institutional projects.

Other skills

The service provider shall have very good knowledge of spoken and written English; in particular excellent drafting skills in English are of essence. The service provider further needs to:

  • Be structured and confident with complex legal/administrative procedures;
  • Possess excellent analytical skills and ability to determine commonalities among business processes governed by complex legal and administrative procedures;
  • Rapid self-starter experienced in team working
  • Excellent planner and coordinator able to follow several complex subjects at the time; and Proactive, communicative and customer/output oriented.
