E-Collaborative for Civic Education

About the Project

E-Collaborative for Civic Education is soliciting bids for a website design using Drupal and development of a mobile application. Our aim is to leverage the Internet to provide civic actors in repressive regimes with the tools and resources to achieve their civic goals. User security, ease of accessibility, and user-friendliness are high priorities. Site development changes will include the following:           

  • Website design: This *multi-language* website is open to the public, incorporates a discussion forum, and is linked to social networks. The website will also be an integral part of the mobile app, enabling mobile users to access the website and forum safely and easily.
Desired elements of the website design include: an attractive and clean visual design; use of Drupal (including importation of website content from Expression Engine); and the ability to embed any type of media, including PDF downloads, video and audio, into the website.
  • A mobile/tablet application and platform: The mobile and tablet applications will provide access to the ECCE network of websites, Facebook pages, and Twitter accounts, all integrated together. Users would be able to post to the website discussion forum from their handhelds. Possible additional features include a function enabling users to automatically report issues to ECCE, as well as a digital safety component such as providing an automatic security scan on websites. The mobile app should also be able to accomodate mobile games to be developed in the future.

The E-Collaborative for Civic Education is a 501c3 organization with a mission to leverage technology — internet communications technology, small media, social networks, television and radio, mobile phones, e-learning classroom platforms, and more — to promote democracy and human rights internationally.

ECCE strives to provide to individuals of all ages in repressive or transitioning political systems civic education opportunities concerning:

  • Citizens’ rights and responsibilities in a democracy
  • Justice, accountability, and the rule of law
  • Democratic constitutions and institutions
  • Civic activism and robust civil societies
  • Journalism, freedom of expression and free access to information
  • Women’s rights
  • Minority rights

Proposal Instructions

Bids should be no more than 10 pages and organized to address:

  • Overall strategy
  • Proposed technical solutions and approach, with an emphasis on user security provisions
  • Cost estimates
  • Relevant past experiences and portfolio of past work (may be included as appendix)
  • At least three referrals from past clients

Short-listed bidders will be sent a more detailed site vision and will participate in interviews with ECCE. Final bidders will be asked to submit a full proposal.
