The Sales and IBD Technology group in the US is looking to hire an experienced Project Manager, to manage all regulatory projects that fall under the remit of the Sales and IBD Technology group

One of the main component pieces of this is the Falcon Programme, Barclay's Investment Bank's global response to financial reform. The Falcon Programme was initiated in response to the Dodd-Frank Act but extends to have global scope for other forthcoming regulatory changes in 2013 such as MIFIR and Basle III which are relevant across all regions.

The key focus for the project manager will be to ensure that Sales Technology is developing the right tools for the Distribution and RSG businesses to facilitate compliance with the regulatory framework, but also provide Barclays a competitive advantage in the street wherever possible.

This project will include, but is not limited to, managing the project lifecycle (and business expectation) of Phase 2 of the Client Checklist initiative. The Client checklist is one of the applications Sales Technology have developed in order to comply with the External Business Conduct Standards component of the Dodd Frank Act.

We are seeking a candidate who can work well within a team environment without constant supervision.

He/She should be able to work with minimal supervision and manage business expectations in a demanding global environment.

The candidate would be directly responsible for managing at least one business analyst, supporting the developers with new business requirements (The development team will be located in the US, London and India). The most important part of the role is interacting on a daily basis with senior stakeholders and managing senior client expectation - not only from the Distribution business, but also across Compliance, Legal, Technology and other component parts across the Front, Middle and Back Offices.

As a result the candidate must be highly polished, savvy, articulate, very experienced in stakeholder management, and have the appropriate level of gravitas and authority associated with such a position.

This is not a generic project manager position - the ideal candidate will have experience of working in a Sales Trading capacity and be able to translate Regulatory and Compliance requirements into something that is workable and practical for a Front Office Sales person.

Main Duties

· Take ownership of requirements and deliver through full project lifecycle

· Elicit requirements and drive consensus through, requirements workshops, business process workflow description, use cases and scenarios, business analysis, task and workflow analysis.

· Own and drive the project plan to ensure successful completion of the plan activities and delivery of the project schedule

· Work with different technology areas and business groups to produce quality and timely solutions

· Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements

· Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs

· Adhere to firm's release process and understand the solution packaging

· Working with the business to understand new business requirements which can be interpreted by a technical team of developers and provide assistance/guidance throughout the delivery period.

· Act as the proxy between the business, business analyst (s) and the development team

Person Requirements

· Excellent level of knowledge & experience using both Waterfall and Agile development methodology

· Thorough understanding of Software Development Life Cycle (SDLC)

· Experience and functional understanding of one or more of the following product sets: Equities; Ecommerce, Prime Services, Credit, Rates, Commodities, FX

· Strong MS Office skills (Microsoft Excel, PowerPoint, Visio, Project and Word)

· Collaborative team-work approach, good work ethics

· Good analytical skills, creative thinking skills and a quick learner

· Confident, articulate and experienced in working with Front Office business users

· Energetic and motivated, willing to take on challenging tasks, work independently and take on time pressure

· Communication and organization skills

· Delivery focused

· Ability to communicate and liaise at all levels both written and verbally

· Direct work experience of the Dodd Frank Act
