My London based client is looking for a COSOP HR Advisor/COSOP HR Transition Lead/HR Redeployment and Transition Advisor for a 10 month contract.

My Public Sector client is merging with another established organisation to create a entirely new organisation. This project is based around the smooth recruitment and transfer of current staff to the organisation and their HR and people policies.

The COSOP HR Advisor/COSOP HR Transition Lead/HR Redeployment and Transition Advisor will facilitate effective support to the new client's HR and People Transition team (based in BIS), and will work closely with HR teams in the two merging organisations to understand and facilitate the different changes required in respect of the transfer of key functions from two organisations to one client.

The COSOP HR Advisor/COSOP HR Transition Lead/HR Redeployment and Transition Advisor will be responsible for supporting the development, delivery and maintenance of a fair, transparent and business focused approach that meets the needs of the new client. You will be responsible for assisting with recruitment, staff transfers (involving COSOP), and exit schemes as required.

The COSOP HR Advisor/COSOP HR Transition Lead/HR Redeployment and Transition Advisor will also take an active role in developing the new client's HR policies and procedures and will be expected to play a full part in the work of a small team. The postholder will report to the Head of the new client's HR and People Workstream.

Main responsibilities and Key duties:

*Provide responsive and high quality support, guidance and advice to ensure appropriate employment relations management of staff transfers, redeployment and exit schemes.

*Support the Workstream to manage the people aspects of creating the new client, ensuring redeployment, exit schemes and transfers are completed within agreed timescales and budgets. This includes working with the two merging organisations to ensure appropriate HR support mechanisms are in place for all staff affected.

*Work with the two merging organisations to ensure HR policies and procedures on COSOP and where appropriate, other legislation are consistent with those in other Government Departments.

*Work with the two merging organisations to ensure that appropriate consultative processes with stakeholders, including trade unions and staff representative groups, in staff transfers and exit schemes, as required, so that legislative requirements are met and conforms to best practice across Government.

*Support the workstream in staff recruitment into the new client.

*Develop and maintain time lines on transfers, providing triggers to the HR Transition team on key milestone dates.

*Contribute to setting up the new client's HR policies and procedures.

*Support the new client's Chair-designate and CEO-designate on staff communications relating to HR.

*Benchmark with other departments and ensure compliance with Civil Service HR on processes and policies.

Skills and Experience needed:

*Experience of handling the people, financial and legal aspects of restructures, mergers/outsourcing exercises and redundancies in a public sector, preferably a Civil Service, environment.

*Track record of delivery in the areas of restructure, COSOP, mergers and redundancy, including working effectively with Trade Unions,

*Demonstrable experience of managing contentious people issues effectively, together with a high level of emotional intelligence and strong interpersonal and communication and influencing skills

*Up to date knowledge of employment law, particularly that applying to COSOP and redundancy.

*Detailed knowledge and understanding of the process and procedures around managing a COSOP transfer or merger of organisations, and of managing a voluntary and compulsory redundancy programmes, within the public sector, preferably Civil Service.

*Analysis and research: Ability to gather, analyse and research information impartially and effectively, identifying all relevant aspects and looking beyond the obvious.

*Communication: strong written and presentational skills; ability to clearly communicate complex messages to a variety of audiences including external stakeholders and senior management.

*Working with others: ability to work effectively with colleagues, managers and stakeholders; strong influencing and negotiating skills; willingness to be flexible and proactively contribute to the work of the team beyond individual responsibilities.

*Ability to exercise sound judgement and creativity in identifying options and risks in order to make the right decisions around issues that have the potential to have a significantly adverse effect on the organisation both in financial and employee relations terms.
