Programme Manager, Alicante/Spain

An excellent opportunity is available for a Programme Manager on a long-term project in Alicante/Spain. This position is based in the Public Sector through an IT Service Provider.

We are looking for candidates with the following profile:

Education, knowledge and experience:

  • 12+ years of relevant experience (university studies are counted towards this total if relevant);
  • 6+ years of experience in programme/project management of information system construction;
  • 2+ years of experience with a software development process methodology (Agile, Waterfall, RAD, etc.);
  • 2+ years of experience with a project management methodology (Prince2, Scrum, etc.);
  • Experience in project/programme management and the use of project management methodologies and tools (eg MS Project, etc.);
  • Full software life cycle experience on complex system deliveries;
  • Strong knowledge of J2EE and Oracle database technologies;
  • Experience in the delivery of Test Frameworks covering the whole V model, including test automation techniques;
  • Experience of both software and infrastructure project deliveries;
  • Strong analytical skills, and the ability to communicate complex solutions and problems in simple and understandable terms.
  • Experience in managing multiple parties including senior project managers and third party vendors;
  • Understanding of budgetary control and resource allocation procedures;
  • High quality standards and familiarity with Quality procedures (eg ISO 1006:2003);
  • Excellent communication- and presentation skills, written and verbal;
  • Able to work in multi-cultural environments and participate in multi-lingual meetings;
  • Leadership capabilities;
  • Ability to manage large teams across multiple locations and foster a sense of community amongst members of a multi-cultural team.

Desirable:

  • Background in Intellectual Property management;
  • Experience of working in both private and public sectors;
  • Benefits management, linking deliverables to benefits, defining realization plans, measuring and ensuring that the delivery is meeting key objectives;
  • Knowledge of ISO 9001 implementations;
  • Experience of delivery using continuous integration and deployment.

Language skills:

  • Fluent English (level C1) is a requirement; any additional languages are counted as assets.

Successful applicants will be responsible for the following tasks:

  • Be accountable for planning, scheduling, structuring, leading and executing large-scale projects and programmes of high risk and complexity;
  • Be responsible for managing the programme team consisting of project managers, business analysts and software developers;
  • Plan the programme and monitor its overall progress, resolving issues and initiating corrective action as appropriate;
  • Manage the programme's budget on behalf of the programme director, monitoring expenditures and costs against delivered and realized benefits as the programme progresses;
  • Be responsible for the quality assurance and overall integrity of the programme and management and analysis of issues;
  • Build, manage and motivate the Programme team, ensuring that team members are motivated and constantly developing their skills and experience;
  • Ensure the successful delivery of new products/services to the highest level of quality, on time, within budget and in accordance with the programme plan;
  • Manage third party contributions to the programme as appropriate;
  • Handle communications with all stakeholders;
  • Manage both the dependencies and the interfaces between projects;
  • Manage the risks to the programme's successful outcome;
  • Report the progress of the programme to the programme director.

This position is offered as a freelance contract with an initial duration of 6 months (extensions likely).

The start date is within the next 2-6 weeks and the work is to be carried out onsite in Alicante at all times.

The rate for this position will be between around euro350 per day (all-inclusive) depending on relevant experience.
