CONSTRUCTION PROJECT STAFF CONTRACTS ADMINISTRATOR

Scope:
The overall scope of purpose of this position is to maintain and control the contract and contract change order process for a large Capital Construction Project. Worksite is located on a construction site in a trailer.


8 hours per day - 5 days a week (M-F). Flexible schedule starting and quitting times.
Overtime may be required during peak workload periods. Typically not more than 10 hours per month maximum.

Responsibilities:
Maintain complex Construction and Professional Services Contracts for a major Capital Construction Project which includes multiple capital subprojects.
Prepare specialized and complex contracts related to construction including the review of solicitations, prepare specialized responses for proposals, bids and contract modifications/change orders.

Manage the Change Order Process for a major capital project contract.
Prepare, review,edit, & analyze contract and change order drafts. Review solicitations and proposals and draft Work Authorizations and Change Orders. 
Review complex contractual change proposals for compliance with contract funding requirements to assure that changes and modifications are categorized and funded per contract requirements.  
Review contract changes and modifications for potential risks and makes recommendations to Senior and Management Project staffing regarding change proposal rejections to minimize potential disputes and claims.
Analyze contract requirements, special provisions, terms and conditions to determine compliance with complex contractual requirements, appropriate laws, regulations, corporate policies and NFS procedures.
Draft and negotiate routine and/or specialized or complex contracts as assigned.  
May review and/or analyze significant, and/or unique contract requirements, special provisions, terms and conditions from proposals and solicitations to determine compliance with contractual requirements, policies and procedures, appropriate laws and regulations and prepare reports as required.
Provide guidance to Project Team staff and Contractor staff regarding contract terms and conditions, policies and procedures, as requested.
Participate in meetings with Project Team(s) and Contractor staff to resolve contract changes, issues and developments relative to assigned contracts and assure timely processing of contractual change documents.
Manage the daily Contract Change control process.
As required, may assist in the development of negotiation strategy and participates with Project Team on complex contractual issues.
Functions as expert on selected areas and issues including contract change control process, contractual award funding commitments
May provide guidance to NFS Project Team on Project and NFS Contracts goals and objectives relating to contract activity.  
Assist in identification, development and implementation of new Project Team contract processes and makes recommendations accordingly.
May assign work to Project Secretarial and Administrative support staff on behalf of Contract Manager.
Contractual delegation of authority to sign Contracts, Checklists, and Change Orders up to $250k.
Maintain NFS contracts database (NCALCON), NFS Contracts Share Drive, and Project spreadsheet logs on the status of all contractual change orders and related documentation.
Has a general understanding of the Project Budget and provides reports and keeps logs to track contractual financial commitments associate with Contract Approval Memorandum and Diversity Spend in the execution of Contracts and Contract Change Orders.

Requirments:

 Experience and proficiency in using Microsoft Word, EXCELL and ACCESS.

Excellent written and grammatical skills
Ability to be able to proofread and review contractual documents for accuracy and compliance to Contractual policy and procedures. 
 Skill to provide contract activity with moderate to high risk to NFS.
Independent judgment and analysis of significant issue identification and resolution.Ability to assess required deviations from established contractual clauses, established processes and procedures.  
Ability to meet Project and NFS objectives.
Ability to complete Project objectives in a timely manner.

 Minimize errors that would cause moderate and/or significant delays, inefficiencies and/or expenses.

Ability to interpret and carry out complex guidelines.
Demonstrate judgment to develop alternatives and make recommendations.  

Requires routine decision-making.          

Ability to recommend solutions to a variety of problems of moderate scope and complexity using judgment within defined practices and procedures.
Assess information to identify and recommend the best solution from existing alternatives.
Follow established directions.
Work under general supervision.

Exercise discretion within defined boundaries.

Ask supervisor or manager to provide guidance and/or solve problems for difficult issues. Ability to provide periodic informal work guidance/direction to and training of team members with less experience.
7 + years business or related contracting experience
Prior experience in major Construction Contracting, preferably with major multi-million dollar Hospital and Medical Center construction contracting.

Prior experience using Construction Contract Management systems

Excellent verbal and written communication skills required

High organizational skills with special attention to details
Bachelor's degree Business Administration, Finance, Law, Construction Management or other related field.  Advanced degree highly desirable.
Certified Commercial Contracts Manager (CCCM) or Certified Professional Contracts Manager (CPCM) desirable.
