Candidate expected to have at least 12 years of experience supporting and leading IT strategic planning and IT governance programs and initiatives. Candidate should have in-depth Capital Planning and Investment Control (CPIC), business process re-engineering, program/portfolio management, change management, and system implementation experience in the Federal space. Lead, develop, and implement broad IT strategic planning and initiatives to help achieve agency business goals. Provide expert advice, conduct and document broad based analyses, facilitation support and assessment of various TSA IT initiatives to support ongoing strategic organizational planning and development. Develop high profile strategic planning documentation to include multi-year IT Strategic Plan, IT Annual Report, and Strategic Implementation Plan. Develop recommended metrics and strategies for implementing the strategic plan. Conduct organizational and change management assessments. Perform milestone planning recommendations and analysis, and benchmarking. Develop recommended feedback mechanisms and assessment of feedback results. Provide input, recommendations, facilitation and instructional services relating to planning and execution of results. Provide knowledge transfer and guidance in support of a variety of mission-essential tasks, to include continuous productivity improvement, team building, communication skills, focus groups, inter-group development, customer service, and leadership development. Facilitate survey preparation and feedback data collection and analysis.

At least 5 years of experience in Federal IT capital planning, IT strategy, portfolio management, and business case development. Exposure or fundamental knowledge of key architecture governance models, underlying tools, and supporting processes is preferred. Preference will be given to those candidates with operational experience working at TSA, or at a minimum, experience working in another DHS component agency. Requires thorough experience with federal strategy support and federal consulting. The ability to interact with coworkers and clients face-to-face and in meeting settings is required.

Education Requirements:

Bachelor's degree.

Clearance Requirements:

TSA Public Trust. Will consider 1099 or C2C arrangement.
