POSITION SUMMARY
The PM will be managing projects under the Health Plan Claims and EDI organization. The PM is accountable for the end to end delivery of the assigned projects, exhibiting and applying advanced project management practices and experience to ensure proactive actions, effective communications and an all-around strong discipline of execution among the project team. As a Project Manager you will have overall accountability to develop/define, publish and execute project plans to completion. You will own Statements of work (SOW), work plans, schedules, budgets and overall deliverables. You will identify needed resources, define roles and responsibilities and arrange for assignments of key project participants. To be successful, you will be required to balance schedules, scope, and budget and negotiate with vendors and sponsors. Ongoing communications is critical including reporting of tasks, deliverables, budgets, and escalation of risks and issues.
Effectively manage and execute multiple projects or tracks within a program.
Define, develop and execute integrated project workplan. Define and develop team structure, roles & responsibilities (RACI Matrix).
Ongoing variance analysis measurement and reporting on schedule and budget using earned value method
Manage project budget, forecasting and resource utilization
Manage project issues and risks
Manage change requests
Participate and contribute in Requirements, Design and Solutioning activities
Positively influence project stakeholders, perform at a strategic and tactical/hands-on level, and provide communications and guidance to business partners regarding their role in ensuring the success of all assigned projects. Facilitate communications and interactions between functional groups, team members and vendors.
Effectively communicate project status, recommend actions and determine priorities with the Business and IT stakeholders. Establish appropriate project control, processes, standards and procedures.
Contribute to the ongoing improvement of the project management capability through the development and improvement of processes and through sharing of best practices across the PM team.
BASIC QUALIFICATIONS
Bachelor's degree is required
10 years in IT including experience leading IT development and implementation of highly complex, large scale Projects in a highly matrixed environment
5 years experience in the Health Plan domain spanning Claims applications
5 years experience in vendor management and software integration
Demonstrated success in managing large program budget, forecasting, and program funding documentation.
10 years experience creating integrated business and IT project plans, key milestones, dependencies, critical paths, resource plans, resource loading, risk management plans, program management including change and quality control.
Experience in directing project teams consisting of Solutions Consultants, Program Analysts/Developers, Business Analysts, Subject Matter Experts, Infrastructure Engineers/Consultants, Quality Assurance Resources, Vendors, etc.
Ability to develop comprehensive project plans, define project scope and establish objectives for assigned projects
PREFERRED QUALIFICATIONS
PMP accreditation
MBA or MS a plus.
Strong Leadership, collaboration, and negotiation skills.
Big-4 consulting experience.
Excellent oral and written communications skills.
Knowledge of HIPAA EDI standards and Claims applications architecture and workflow

Strong Project Management hands on experience in schedule management, cost management, issue and risk management, change management and vendor management
Health Plan Claims Project Management experience
