My client, a leading UK Retail Bank, are currently looking for a Financial and Regulatory Senior Manager to join their team on a 6 month contract.

Purpose of the role

  • Provide financial competencies to the Unit/Cluster finance area.
  • Deal with ad hoc services, complex queries or analysis, where expertise is required.
  • Managing a team of 3-4
  • SME in Basel II, BIPRU, Basel III and CRDIV
  • Be the subject matter expert in finance topics, and provide a detailed understanding of a specific complex financial subject such as balance sheet, income, costs and provisions.

Specific Areas of Focus

Basel 2

  • Responsible for the client's Basel 2 BAU reporting process; ensuring monthly, quarterly timetable is adhered to and all deliverables meet expected standards (ie completeness and accuracy of contributions to Group FSA returns)
  • Working closely with Risk to understand models used, and challenge/review inputs and outputs etc; and interpretation of resu
  • Responsible to preparing and delivering clear communication of results/issues to executive and providing assurance to Finance Director as to the accuracy and completeness of results
  • Be actively involved in Basel 2 control & governance framework
  • Design and implement Lean process improvements
  • Be involved in change control process within Retail Business Banking
  • Coordinate all communication regarding Basel 2 process between the Consolidation team
  • Responsible for Financial Regulatory Reporting (including submissions through RACE webforms for FSA reporting);  build and maintain monitoring and control framework around Fin Reg returns
  • Develop understanding of and control framework for other regulatory reporting 
  • Management and review from a financial control perspective of Treasury Liquidity reporting monthly outputs
  • Deal with ad hoc technical queries
  • Stakeholder relationship management (eg Business Performance, Finance Service Centre, Group Finance & Risk & GRB)
  • SOX compliance
  • Assistance in the Statutory Notes to the accounts process
  • Basel 3/CoRep/CRDIV
  • Ensure that the Basel 3/CoRep/CRDIV requirements are rolled out in accordance with the Steering Committee guidance 
  • Coordinate communication regarding Basel 3/CoRep/CRDIV between the project team
  • Management and development of direct report
  • Workflow management
  • Work with direct report to establish goals and objectives for Performance Development; conduct quarterly reviews of performance against plans and provide feedback
  • Provide ongoing coaching and mentoring to team members; ensure appropriate training plans are developed and executed for all team members
  • Oversee recruiting, interviewing, selection and hiring processes (as required, and support FC team in this)

Senior Financial Controller Accountants are expected to have an in-depth knowledge of consolidation systems, SAP and others, which are complex and where the make-up and origin of consolidated data is not easy to track.  They will be responsible for correcting errors and misstatements, providing input to projects, analysing change requests, and providing change impact analysis across the Unit/Cluster.

Financial Reporting & Accounting Operations - 25%

Competency Level: Intermediate

  • Provides an informed view of consolidated data, ie explaining how individual business areas trends are consolidated.
  • Provides advanced financial analysis on a wide range of complex technical and business issues in connection with the jobholder's area of responsibility, eg variances, trend, impact of change initiatives, impact of new accounting regulations, etc.
  • Technically outstanding in Value Based Management Techniques.

Business Education - 15 %

Competency Level: Intermediate

  • Acts as a centre of excellence for customers, providing expert help and guidance on a wide range of complex and difficult subjects. There is the need to apply in-depth technical knowledge, use their experience, understand the potential impact of decisions on other areas and interpret requirements.
  • Acts as a centre of excellence for staff by providing in-depth, highly specialist knowledge and handling difficult issues that have been escalated upwards.
  • Investigates and resolves the more complex problems, issues and queries liaising, with customers, suppliers and other experts, as appropriate.

Financial Control  - 30 %

  • Provides advanced technical, analytical and business knowledge and is seen as an expert on financial.
  • Keeps up to date with subject matter knowledge and best practice in this area
  • Recommends change and raises change requests, as necessary.
  • Investigates internal accounting, and external reporting implications of new and amended accounts for own area of expertise.

Decision Support - 15 %

Competency Level: Intermediate to Advanced

  • Actively develops a culture of continuous improvement. Proactively reviews processes, procedures and requirements on a regular basis, identifies areas for improvement and actively drives through the necessary changes.
  • Reviews and authorises change requests, taking account of implications for own area of expertise.
  • Assesses Change Requests for impact on existing processes and architecture.

Business Performance Management  - 10 %

Competency Level: Intermediate to Advanced

  • Helps customers to understand performance through complex and detailed analysis, eg trend and variance analysis over long period, drilling down to source data, re-cutting data, unravelling figures, etc.
  • Articulates changes against targets set and actively recommends and implements corrective actions.

Team Building - 5 %

Competency Level: Intermediate

  • Work as an effective member or leader of a team. Take personal responsibility to identify areas of performance improvement for self and team. Actively share knowledge learnt.
  • To manage and motivate direct reports, identifying individual and team development needs and providing coaching and recommending and/or arranging training. 
  • Conduct formal performance and development reviews for direct reports.

Person Specification

Essential

  • Detailed knowledge of the market and the latest thinking and developments in finance. This is absolutely crucial in this role as the jobholder is a recognised expert in the field of financial accounting.
  • Thorough and up to date understanding of financial accountancy.

Experience and Qualifications

  • Experience of financial accounting within a Financial Services environment. 
  • The jobholder must have substantial directly relevant experience in a technical financial environment.
  • Accountancy qualification - ACA, ACCA, CIMA
