Job Title Contracts Finance Analyst (NHS)

Location Sussex

Salary - £per day

Duration: 3 months possible extension

Start Date: 23rd September

Our client an NHS Trust based in Sussex is currently recruiting a Contracts Finance Analyst.

To support the CCGs in the strategic objective to provide better care at better value and closer to home
To work in support of the Associate Director of Contracting to provide Finance leadership into the management of Community and Mental Health Contracts (particularly Sussex Community and Sussex Partnerships).
This will include taking the lead on specified Community and Mental Health service provider contracts as well as providing support into the overall portfolio of acute contracts within the team. This will be on behalf of the 4 Sussex CCGs, supported by NHS South CSU.

This will include:
Negotiation of financial value of the annual Community and Mental Health contract and in year variations to the contract within delegated limits.
Responsibility for monthly review, analysis and presentation of monthly financial performance for nominated providers.
Analysis of areas of over-performance and lead on financial review including identification of corrective actions.
Evaluation of business cases for service developments and services transfers with recommendations of the Value for Money of the proposals
Finance lead in support of the delivery of savings schemes for specific contracts

Management responsibilities
Produce monthly and annual reports for the nominated Community and Mental Health providers on finance and activity performance. This will include year end forecasts and risk assessments.
Maintain an effective working relationship with other individuals in the finance directorate, other members of staff in the CSU, customer CCGs and outside organisations to ensure the delivery of a professional service focussed on achieving a high level of customer satisfaction.
Develop constructive working relationships with Contract Managers and Commissioning managers.
Suggest changes to and implement accounting and financial policies and procedures in own area.
Propose changes to and redesign local accounting and financial policies and procedures which have an impact in other areas.
To support the preparation of the annual Financial Plan and associated financial, activity and other information requirements.
Support the delivery of financial savings targets by working with managers to identify savings schemes and to report on those in place.

Financial Management
Support contract management team to ensure achievement of planned performance.
Provide finance input contract negotiations for the nominated providers including challenge to in year financial variations.
Actively engage in support for the delivery of all key priorities for the customer CCGs as appropriate
Provide the financial support into the delivery of financial savings targets by working with managers to identify savings schemes and to report on those in place.
Support the development to the customer CCGs' financial recovery plans and ensures delivery of identified savings plans relevant to contracted services for the nominated provider.
Develop processes to ensure appropriate action is taken to understand and reverse adverse movement in contract activity/financial positions for the nominated provider.
Ensure the availability of accurate, timely financial information and analysis to support monitoring and management of the nominated provider contract.
Proactively review financial and activity performance and recommend areas for review including corrective actions.
Verification and reconciliation of monthly invoicing as part of the contract management process.
Advice to CCG Directors and Contract Manager with regard to interpretation of technical PbR guidance.

Performance Management
Produce and present timely and accurate reports to the Monthly finance/contracting meetings and relevant System Boards, and CCG Board, Board of Clinical Commissioners and Local and Regional Area Teams of the NHSCB.
Prepare financial outturn forecast scenarios to produce risk assessed positions
Developing financial performance management and reporting systems for the nominated provider for CCG reporting.
Proactively review reporting arrangements to ensure they continue to meet user needs.

Control Systems and Statutory Functions
Support the Annual Accounts process including Leading on resolution of areas of dispute where required.
Ensure Standing Financial Instructions and Financial Procedures are in operation.
Assist in the process of Audit and ensure compliance of Audit recommendations.
Promote good practice in corporate governance.

Skills required
We are looking to speak with candidates who have recent & relevant NHS Experience within this field.
CCAB qualified
Knowledge, experience and expertise in finance management and staff management
Minimum of 3 years specialist knowledge of financial and accounting procedures, financial aspects of NHS legislation and NHS finance policies including commissioning.
Computer literacy with advanced knowledge of complex spreadsheets.
Experience of improving financial service to budget managers
Ability to communicate and influence effectively with finance colleagues within the PCT and other Trusts and SHA
Able to work in a multi-functional team
Ability to work unsupervised/with minimal supervision.
Able to work to tight deadlines
Able to travel within health economy area
