IT Development Manager Needed in Virginia Beach, VA

Selected individual will be expected to lead an IT development team. Will be responsible for several high profile home grown financial applications.  Will work directly with both the development leadership and their It Government Business Division (GBD) Finance department. 

Responsibilities will include: Personnel management, Customer management, Project Management, establish team priorities - Assign resources, Maintaining a regular cadence of status updates.

Possible areas of influence will include: Process improvement, Team organizational structure changes - Project vision.

MAJOR JOB DUTIES AND RESPONSIBILITIES:
Primary duties may include, but are not limited to:
Owns the relationship between business leadership team and all aspects of planning and portfolio management while acting as a point of contact to the Operational Excellence organization. Acts as an advisor to complete opportunity assessments, continuous improvement initiatives and ad hoc Operations Council requests. Collaborates across business units and within the SBU (Consumer, Commercial, and CHS) to find opportunities to execute work more effectively and efficiently. Day-to-day IT solution, system issues/capability questions as well as EPMO governance inquires from business constituents. Coordinates cross-organizational meetings to identify obstacles to successful execution and proactively develops solutions prior to initiative planning. Drives the in-take and initiative planning, leads the development of high level business requirements, program structure definition as well as financial and benefit realization models. Ensures ability to execute within timeframes and budgets defined in the initiative planning process. Responsible for successful transition to execution team. Develop and maintain a culture were decisions are made based on data driven discussions. Review work to identify risks, quantify impacts, and leads the remediation and contingency planning processes.

REQUIREMENTS/EXPERIENCE:

  • Requires a BA/BS in a related field; 10 + years of healthcare experience such as sales, underwriting, operations or product knowledge with the ability to understand business impacts and risks and to articulate them to key stakeholders; 5 to 7 years professional project management experience required during which at least 5 years are spent leading and directing large project tasks; 3-5 years IT experience; or any combination of education and experience, which would provide an equivalent background.
  • Process improvement certifications of six sigma/lean process and/or a PMP preferred. MBA preferred.
  • Ability to travel maybe required.
