The purpose of this role is to perform effective development, specification, assessment, integration and support of existing as well as new technology solutions, products, services and systems associated with Telstra Global's IPX network for Roaming/Mobility, Mobile Data and Voice applications. The role requires the incumbent to be a Subject Matter Expert in the mobile core network and NGN technology domains and work on their own or as part of a team to perform complex analysis, investigations and solution design to deliver required outcomes to support Telstra Global's IPX network and business.

The job works under broad supervision, but works autonomously on a day to day basis to fulfil defined objectives and deliver the required outcomes. This includes development and support work, as well as the coordination of international customer trials and interoperability test programs for IPX and involves the management of internal stakeholder engagement as well as technical liaison between Telstra Global and external stakeholders/customers and relevant vendor relationships.

The work is conceptual in nature and requires the application of first principles knowledge of relevant technologies, as well as application of knowledge acquired through research and tracking of new developments associated with the relevant technology and associated standards.

Key Accountabilities:

    • Perform planning, development, technology assessment, implementation, integration, and support for Telstra Global's IPX network, especially with regards to LTE International Roaming, Mobile Data for 4G/3G, Diameter Signalling for Mobility management and NGN (Next Generation Network) Voice related applications.
    • Undertake solution definition and impact analysis for new and changed functionality for Telstra Global's IPX network, including the documentation of high level and detailed design required to implement solutions.
    • Carryout project related work as part of a close knit team and/or take the lead to manage small to medium scale projects to deliver desired outcomes to cost and schedule.
    • Ensure that technical designs and solutions comply with design rules, specifications, technical standards and meet Operation & Maintenance requirements.
    • Produce and/or review test plans and test specifications required for the delivery of complex functionality.
    • Co-ordinate and implement international interoperability trials and test programs for IPX and LTE roaming, managing internal and external stakeholders and liaising with involved parties and vendors to deliver successful outcomes.
    • Provide support for Sales, Marketing and Product teams as required to enhance Telstra Global's capability to win customers.
    • Contribute towards the management of quality, technical compliance requirements and customer impacts related to the procurement and delivery of infrastructure associated with the IPX network.
    • Develop and/or enhance processes and procedures required for rolling out new/changed functionality in network and for maintaining business continuity.
    • Enhance skills and capabilities in the technical and commercial areas by seeking and undertaking on-going training together with self study to keep up to date with developments in technology, particularly related to IPX, LTE and mobile network Evolved Packet Core technology.
    • Provide a heightened level of service assurance support for IPX platforms including Diameter Routing Agents and perform in-depth analysis to resolve complex network, platform and signalling faults.
    • Liaise with internal customers and external vendors.
    • Effectively manage own work to specifications, time and cost.

    Qualifications, Skills and Experience:

    • Bachelor's degree in Telecommunications Engineering/related discipline or Relevant Technical Qualifications that are considered satisfactory.
    • Total 7 years + of relevant experience
    • Demonstrated initiative and experience in delivering on large scale corporate initiatives and projects.
    • Strong understanding of International network requirements and functions, especially related to IPX and GRX networks facilitating interoperability between multiple networks.
    • In depth knowledge of Mobile Core Networks and Next Generation Networks, including the architecture, key elements, procedures, protocols and interfaces used in these networks.
    • Good understanding and knowledge of LTE Roaming and mobile data as applied to the 3G and 4G environments.
    • Good understanding and knowledge of mobility management procedures, Diameter Signalling and GTP v1/v2 protocols.
    • Proficiency in IP Networks, including TCP/IP, BGP, MPLS, DNS and QoS control in IP Networks.
    • Good understanding and knowledge of Diameter Routing Agent platforms, preferably the Tekelec Diameter Signalling Router or similar products.
    • Proven ability to operate autonomously in a complex and ambiguous organizational environment.
    • Proven ability to define solutions to meet network requirements and carryout impact analysis required for implementation.
    • Solid analytical thinking and problem solving skills, with proven ability to dissect issues to identify/resolve root causes of problems.
    • Excellent interpersonal skills and very good communications capabilities encompassing written, verbal and presentation delivery.
    • Proven ability to provide a high level of service assurance support understanding the business imperatives.
    • Proven ability to operate independently under broad supervision and deliver results in a challenging technological environment.
