Main purpose of job
Working as a standards team member, the job's main purpose is to provide expert support to our clients standards strategies and telecoms technology development as required in the 3GPP System Architecture area with a particular focus on the Evolved Packet System. This includes proactive work as part of the clients' delegation in SA WG2 to increase the profile and technical contribution of the client to the 3GPP standard through positive contribution to the specifications and work of that group.

Line Organisation
This position reports to the head of SIA.

Key functions
Under the guidance of the Line Manager, the jobholder is expected to perform (but is not limited to) the following tasks:
1. Work in 3GPP SA2 as key team member to increase the technical contribution of the client to the 3GPP standard through positive contribution to the work and specifications of that group. Among other tasks, this would involve monitoring topics of interest to the client's mobile product offering.
2. Leading the research in at least one sub-domain of Packet Core Network innovation (especially SAE)
3. Researching and co-operating with the industry (e.g. operators, commercial and non-commercial research institutes and vendors) to ensure that the client is at the leading edge of new developments. This work may be through workshops, face to face meeting and online collaboration, etc.
4. Finding and breaking into new key technologies (whether by demonstration through research papers, or perhaps prototypes). This would include proposals for future product development, and the potential to lead new innovation in the standards.
5. Support their Standards and Technology Enabling activities by drafting technology appropriate patents and working to secure their property into the 3GPP standard.
6. Work with our clients' colleagues from other specification working groups and in particular colleagues in RAN2 and CT1 to maximise synergy between activities and to ensure a cohesive standards strategy across 3GPP.
7. Defend the clients design and implementation choices whenever changes to the current specifications are discussed.
8. Work with their engineers when available to identify potential implementation problems/errors in current and previous release specifications or through own investigations, and prepare/agree input to SA2 meetings, as required to resolve such problems.
9. Developing a close partnership with 3GPP operators driving work in the SA2 WG in order that the client becomes involved earlier in the standardization effort and can more effectively influence the scope and direction towards the standardized solution.
10. Provide in a timely fashion, written reports following attendance of meetings and as appropriate resulting from other activities undertaken;
11. Support wider standards strategy at meetings as appropriate;
12. Provide support/information to the client as required on standardisation activities relating to new and future technologies;
13. Occasionally attend other meetings as requested/required to cover one off issues, or provide cover for absent colleagues;
14. Dependent on grade, supervise/assist other team members with their work as appropriate;
15. Provide assistance in identification of staff training and development needs;
16. Provide assistance in identifying requirements for, and in the recruitment of additional members of the group;
17. Keep abreast of new developments and techniques in the mobile communication field, particularly with respect to system architecture;

Skills and experience
1. A Masters degree in Computer Science, Electronics, Natural Science, Mathematics, Engineering or any other related discipline.
2. More than 3 years experience in telecommunications (3GPP, NGMN, GSMA) or Internet standardization (IEEE, IETF) with at least 2 years in 3GPP standard Core Network Domain (SAE or GPRS design, development or research) and preferably with experience working as an active participant in standards.
3. A thorough understanding of the 3GPP mobile telecommunications system with expert knowledge of technologies such as: 2G, 3G, 4G, mobile core network, IP multimedia subsystem and IP multimedia applications over the packet core network.
4. A thorough understanding of IP networks and TCP/IP protocol stacks
5. A good understanding of relationship between standards and implementation and of implementation methodologies.
6. More than 3 years experience in research work. It would be desirable that the applicant should have operated as a technical leader or main participant, in at least one middle scale research project.
7. Good project management skills and an appreciation of the standardization processes. An understanding of the three-stage standardization method described in ITU T Recommendation I.130 would be an advantage.
8. An effective communicator able to clearly present complex ideas to large groups both internal and external to the company. This includes, but is not limited to, progress reporting and the exchange of technical information.
9. An effective orator and a persuasive debater with an awareness of when and what to push and when to give up.
10. Ability to write well structured accurate and complete technical documentation.
11. Self motivation and ability to work as part of a team or alone, managing own work and setting sensible priorities according to perceived requirements.
12. Ability to learn and implement Samsung corporate business philosophies.
13. Willingness to travel frequently.
