Description

The position will provides project management support to various projects as well as process and tool support for the PMO and the TFM department.

The Project Management Office Senior Project Manager supports MS Project Server 2010 with Microsoft Project 2010 Professional and any enhancements required by TFM. Administrative support for these scheduling tools provides a resource for project managers in day-to-day schedule maintenance and resource time reporting activities reducing the time required by project managers to maintain detail schedules and WBS Dictionaries.

TFM Standard Processes and Policies
-Maintain and change policies and procedures to support redesigned processes.
-Assist with the Process Asset Library SharePoint site maintenance.
-Facilitate Process Improvement Teams in enhancing project management and software development best practices
-Support the rollout of new project management templates
-Establish and maintain process training records
-Facilitate process training and coordinate training schedules with the projects

-Facilitate strategic planning sessions

Project Management Best Practices Coaching and Mentoring Support
-The services provided include one-on-one meetings with project managers and functional managers on project management tools and procedure opportunities for improvements.
-This service also includes help on each projects†schedule for those project managers requiring additional scheduling support
-Actively participate in project management process analysis, functionality, and process changes to minimize the need of system modifications.
-Research and apply industry standard best practices

Department Support
-Monitor and report TFM project performance
-Provide oversight to new projects Initiation and Planning phases
-Act as a project manager for smaller projects
-Facilitate Organizational Strategic Planning

Product and Process Quality Assurance
-Work with projects to prepare a QA plans.
-Communicate with project team on QA issues and updates.
-Coordinate quality assurance reviews and communication with the application development team and management.

MS Project/Project Server 2010o and Time Sheet Reporting Support
The services provided under this activity include, but not limited to, are:
-Microsoft Project Professional migration scheduling support for project managers
-Implementation and administrative support of project Server 2010 SharePoint reports interfacing with the Portfolio Engine and Time sheet reporting

Project Performance Dashboards and Supporting Reports
-This activity includes the research, design and deployment of an Intranet enabled graphical view of project/portfolio performance measures consistent with U.S. Treasury EVM/OMB reporting requirements, TRSO and TFM reporting needs. This includes drill down capability to access detail information. Support for periodic reviews with TFM management is included as part of this service.
-Also included are monthly EVM data collection and summarization, report formatting/submission to project managers and functional managers for approval, and processing any customer request for drill down information.
-Special consideration is given to CARS required monthly data reports supporting their EVM reporting strategy as TFM assumes support of the CARS applications, application development of the new Investment application (TIS) and the new Forecasting application (FPS)

Timesheet Reporting Support
-This activity addresses the maintenance of the timesheet reporting views in Microsoft Project Server for more efficient user entry.
-New employee/contractor rollout and training on timesheet reporting changes are included in this activity.

Data Analysis Reports
-Data Analysis reports shall be configured to support data verification and validation by TFM PMO, project managers and functional managers. This includes any administrative reports required to ensure project data integrity and ongoing data analysis to ensure data integrity within TFM project/portfolio database.

The nature of assignments is varied and constantly changing based on the Treasury customer needs, evolving project management best practice standards, new software development methodologies (ie, AGILE), TRSO standards, and FRIT TPM standards. Assignment changes must be quickly assessed to understand the impact to current priorities. Assignments must be carried out with no disruption to day-to-day services for the Treasury.

Required knowledge, skills and abilities include but are not limited to the following:
-Working knowledge with MS Project 2010 Professional, MS Project Server Ability to troubleshoot environment issues between Project Server 2007, EPM Live, SharePoint 2010, IE Explorer and SharePoint Reporting Services. Knowledge in establishing SharePoint collaboration team sites is a plus.
-Must have good written, oral and presentation skills to collaborate with all levels of department resources.
-Familiarization with PMI Project Management Book of Knowledge (PMBOK) and industry software development best practices.
-Working knowledge of CMMI and SIX Sigma is a plus.
-Ability to apply Microsoft Office tools, especially EXCEL and VISIO to analyze and summarize project performance data, and develop project performance reports and dashboards

-Experience working in a PMO or Project Support Office is a plus

-PMP or equivalent is required

-US Citizenship is required
