Create a WordPress multisite plugin that restricts the names that can be chosen for the creation of a blog, to be names of existing cities in the U.S.

Further requirements:

I have tab-delimited text file that has city/state/state abbreviation/postalcode information for all U.S. cities, which should be used as the basis for checking whether a city is really a U.S. city.

When the name of a city exists in more than one state, the state must be selected prior to the creation of the blog, and the state abbreviation appended to the url address of the blog.

When the name of a city is requested as a blog name, and it already exists as a blog on the network, the postal code should be requested and appended to the url address of the blog.

The url address of the blog should match the city name of the blog, except in the two cases above.
