Primarily responsible for providing contracting, cost and price analysis support.

These responsibilities include, but are not limited to:

  • Support the Contracting Officer by conducting the analysis of complex, cost type proposals, pre- award surveys, and invoice audits.
  • Analyze the contractor's proposed estimated costs for reasonableness, allowability and allocability by reviewing significant direct and indirect elements, (ie, material, labor, overhead, general and administrative expenses, facilities, special tools, packaging, supplies, equipment, packing and transportation) and other costs which extend over the life of the contract.
  • Conduct cost realism and probable cost analysis by reviewing the contractor's methodology in arriving at the proposed cost of each element and provide recommendations with the proposed amount. Analyze and document price negotiation positions for various elements and costs.
  • Conduct an assessment/analysis of independent government cost estimates and other estimating documents for completeness and consistency and ensure the cost estimates are in compliance with mandatory Agency guidelines and reflect an accurate representation of the work to be performed as expressed in statements of work and solicitation documents.
  • Conduct technical and audit reports reviews on various cost elements, such as material, labor, and profit to determine the reasonableness of the various cost elements. (In the absence of audit assistance, the incumbent performs the audit.). Prepare a cost/price analysis report of conclusions reached, particularly on contracts involving complex supply chain requirements.
  • Evaluate the contractor's cost proposals, analyze contractor's past performance on, cost control on similar procurements; use of standards and/or other quantitative techniques in producing like or similar items.
  • Review the adequacy and soundness of the contractor's credit and financial position, which requires an evaluation of financial statements, commercial credit reports, cash flow, and guaranteed loans to establish the contractor's financial capability to successfully perform the contract requirements.
  • Evaluate the contractor's experience, production, and technical ability on current and previous orders including areas such as supply chain, manufacturing, tooling, engineering, research and development, overhead, general and administrative expenses, and profit.
  • Evaluate proposals for compliance with cost accounting standards (CAS). Identify cost impact of accounting system changes or noncompliance, based on information provided by auditors. Determine allowability and allocability of costs based on such reviews.
  • Assist the Contracting Officer in conducting cost analysis and cost realism analysis by reviewing and evaluating separate cost elements and profit or fee in an offeror's or contractor's proposal and determine whether the estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance and materials described in the offeror's technical proposal.
  • Provide assistance to the Contracting Officer with cost proposal evaluation to assess an offeror's responsibility including the ability to perform a prospective contract successfully.
  • Assist the Contracting Officer in preparing pre and post price negotiation memorandum and other supporting documentation as part of the source selection process on the Contracting Officer's behalf.
  • Serve as a cost/price analyst on cases where assistance in accounting, estimating and purchasing system reviews is needed.

Qualifications

  • Current U.S. Government issued secret clearance
  • Strong knowledge and understanding of procurement regulations and contracting principles to plan, develop, implement, maintain and administer all pricing related aspects of a procurement program, including contract administration principles, policies, regulations, and procedures to recommend changes in contracting methods or clauses.
  • Knowledge of the Federal Acquisition Regulations (FAR), Contract Cost, and Price Analysis Techniques and regulations/requirements governing cost accounting standards and sufficient knowledge of accounting practices to ensure their implementation.
  • Knowledge of negotiation techniques to assist in pre-award and post-award negotiations, such as supplemental agreements or settlement actions.
  • Knowledge of business and industry practices to identify factors affecting the Contractor's costs and to assist with conducting pre-award on-site surveys to assess the Contractor's ability to perform.
  • Demonstrated knowledge of cost and price analysis techniques, which cover the range of, contract types financial arrangements needed to analyze cost elements of contracts within the Office of Acquisition and Assistance
  • Ability to communicate in writing and orally to prepare, explain, and defend analysis reports to resolve differences, to investigate and discuss controversial issues, and to advise and guide others.

7-10 years procurement experience preferably with the U.S. government
